The mining subsidence area,which resulting from coal mining,decreases the land utilization efficiency,influences the residents living and production conditions and causes serious environmental and ecological problems.Therefore,how to control the coal mining subsidence,restore the usable area of the coal mining subsidence as much as possible,and achieve the highest utilization rate is an urgent problem to be solved at present..The goal of this study was to study coal mine subsidence treatment in Laocheng Street.Using methods of documents analysis,field survey,before–after contrast,analytic hierarchy and multi–factor comprehensive evaluation method,we analyzed the coal mine subsidence treatment in Laocheng Street and evaluated the benefit of coal mine treatment mode by building index evaluation system from three aspects– economic benefit,social benefit and ecological benefit.This paper includes below contents:(1)Analysis of coal mine subsidence treatment in Laocheng Street.From the analysis of the establishment principles,implementation models,organizational models,and financing models of coal mining subsidence management models in the old city streets,the implementation models include personnel relocation,land reclamation,ecological restoration,and multi – functional land use.The organizational model is organized by county–level governments,The town–level government is mainly responsible for the specific implementation,and the main sources of financing are government funds,mining enterprises' contributions,and competition for funds.(2)Evaluation Index building for treatment benefit in Laocheng Street.Combining the actual situation of subsidence treatment in Laocheng Street,build the criteria layer with economic benefit,social benefit and ecological benefit.The economic benefit index includes exploitative farmland rate,yield increasing rate per unit,land utilization rate and upgrade rate of enterprise tax contribution in subsidence area.The social benefit includes the degree of infrastructure improvement in villages affected by coal mining subsidence areas,relocation rate of residents in coal mining subsidence areas and decreasing rate of letter petition concerning mining area.The ecological benefit,which includes irrigation ensuring rate,the raising rate of vegetation coverage and forecasting ability of flood disaster in subsidence area,was determined its index weight according to analytic hierarchy process.(3)Treatment benefit evaluation of coal mine subsidence in Laocheng StreetAfter setting the treatment benefit evaluation index,determining its weight value by method of analytic hierarchy process,we evaluated the economic benefit,social benefit,ecological benefit and general benefit by the use of multi–factor comprehensive evaluation method.The evaluation scores of general benefit was 86.082,which indicates good effect in general.Compared with each criteria layer,social benefit got the highest scores of 87.500,then ecological benefit 85.260,then economic benefit 85.076.(4)Strategy and suggestion on future coal mining subsidence treatment in Laocheng Street.According to the evaluation result,the scores was low in exploitative farmland rate,forecasting ability of flood disaster and infrastructure completeness in village affected by mining subsidence area.There was still large improvement space in these low scores aspects.We proposed the strategy and suggestion,like raising funds from multiple sources,exploring cooperatives operation mode,activating emergency management mechanism,intensifying the construction of flood infrastructure,amenities overall planning to relocation villages,infrastructure amenities improving through small–area houses etc.
