Climate governance concerns the fundamental interests of mankind.As a typical global issue,no country can ignore it.As the key powers in global climate governance,China and the United States can achieve cooperation,what form of cooperation can be achieved,and the effect of cooperation will have a profound impact on the development of bilateral relations and global climate governance.When exploring the influencing factors of China-US climate cooperation,we should not only analyze the favorable conditions for the cooperation between the two sides,but also pay attention to the differences between the two sides in the interaction and the weight of the differences on climate cooperation,because in the "honeymoon period of China-US climate cooperation" "There are also many competitive differences in some important areas,and there is also a driving force to guide exchanges and cooperation between the two sides during the "cold period" of China-US climate cooperation.Therefore,it is necessary to construct an analytical framework from a comprehensive and dynamic perspective to explore the dominant factors that facilitated China-US climate cooperation in different historical periods,as well as the determinants that hindered bilateral climate cooperation.According to the development process of China-US climate governance cooperation,and taking Kindleberger's theory as the starting point for analysis,a framework for analyzing whether China and the US can reach climate cooperation is constructed,in which the willingness and ability of both sides to cooperate on climate change directly affect climate change.The effect of cooperation,that is,domestic factors are the key to achieving climate cooperation.On the one hand,competition differences arising from the interaction between countries indirectly affect the willingness of both sides to cooperate on climate,and on the other hand,they have become an important factor directly hindering cooperation in different periods.The willingness and ability of a country to participate in climate governance are the intermediate variables that affect the climate cooperation behavior of both parties.The interest perception of climate issues,the policy preferences of the leadership,and international responsibilities and pressures are important factors that reflect the willingness of countries to participate in climate governance cooperation.It reflects the subjective initiative of a country to participate in climate governance;the level of economic development,scientific and technological level,and international climate negotiation ability reflect the size of a country's ability to participate in climate governance cooperation,and these capabilities are the objective basis for a country to participate in climate governance.The ability and willingness of countries to participate in climate governance have complementary and mutually reinforcing effects on the climate cooperation behavior of both sides.At the same time,the competitive differences arising from the participation of the two sides in climate governance cooperation have also become an important factor affecting the final cooperation results.At present,the competition between China and the United States for climate leadership,differences on the principle of common differences,differences on technology development and transfer,and differences on green trade standards have led to the acceleration of competition factors between the two sides in the competition and cooperation game.Facing greater uncertainty and more challenges.In different historical periods,the interaction of ability,willingness and competitive differences ultimately affects the cooperation effect of both parties.Before the Copenhagen Conference,China and the United States accused each other in the field of climate and don't pay attention to climate issues,the capacity of climate governance needs to be improved,Climate cooperation presents negativity and caution.Before and after the Paris Climate Conference,the cooperation between China and the United States in the field of climate progressed by leaps and bounds.The two heads of state issued joint statements on many occasions.The two sides showed positive political will and their governance capabilities have been greatly improved.Therefore,they promoted the successful conclusion of the Paris Agreement.The rapid entry into force has also pushed the China-US climate cooperation to a climax.After 2017,the willingness of the United States to participate in climate governance has fluctuated,the structural contradictions between China and the United States have become prominent,the volatility and resilience of the two sides' climate cooperation have coexisted,and the political game in the climate field has continued to expand.Cooperation between China and the United States in climate governance has far-reaching implications at both the bilateral and global levels.Entering the 21 st century,China and the United States have many common interests and space for cooperation in the field of climate governance.To this end,the two sides have carried out a series of multi-level and cross-disciplinary cooperation projects in the field of climate change and energy cooperation.In general,the willingness of China and the United States to cooperate on climate has been continuously improved,and the ability to participate in climate governance has gradually increased,but there are also great differences in competition between the two sides,especially in the context of the intensifying strategic competition between China and the United States,how to effectively reduce the strategic The impact of competition on climate cooperation issues has become the focus of both sides.Therefore,in the context of intensifying global climate change,the two sides should strengthen climate dialogue,manage differences,and jointly address the challenges of global climate governance with positive political will and enhanced governance capabilities.
