Research On The Interaction Behavior Of Government And Enterprise In Energy Saving And Emission Reduction Of State-owned Coal Mine Enterprises

At present,the relationship between government and enterprises in China has undergone major changes.The relationship between government and enterprises in the traditional planned economy era has gradually disappeared.The market-oriented new government-enterprise entrustment and agency relationship have been formed.However,in the real environment,the development of government-enterprise relations still presents many imbalances,and it gradually emerges with the increasing complexity of public affairs.Along with the domestic public's basic demands for zero-pollution environment and the pressure of the international community to develop national environmental pollution control,environmental governance has gradually become an important part of China's economic and social development.Before the pressure of energy conservation and emission reduction,how the state-owned enterprises treat the contradiction between their own development and energy conservation and emission reduction has become the focus of social attention.Under the background of a gradual improvement of the overall environment,coal mining enterprises,which are important pillars of China's economic development,have fallen into the dilemma of economic development and energy conservation and emission reduction.The purpose of this paper is to conduct a series of studies on a state-owned coal mining enterprise in X province,to explore the problems of interaction between government and coal mining enterprises in energy conservation and emission reduction work,and the causes of these problems,and to strengthen the research on interactive connection paths.Provide theoretical and methodological support,and explore specific proposals for feasibility,so as to promote the effective development of energy conservation and emission reduction work by strengthening interaction between government and enterprises.Through the investigation of factory A,it is found that in the process of energy saving and emission reduction,factory A interacts with four levels of government,namely,S County government,Y city government,X provincial government and central government.At present,there are many "informal interaction" behaviors used in the interaction between factory A and the government.The main manifestation is that factory A can achieve the goal of energy saving and emission reduction without any other interaction with the government.Factory A can help to guide the auditing and routine spot checking of environmental protection materials.Factory A gives formal feedback to officials on practical problems.Factory A acts in four forms according to the documents issued regularly.Further analysis of the factors affecting the interaction between factory A and the government shows that there are two main factors.One is the dependence between government and enterprises.The higher the level of government,the higher the dependence of coal mining enterprises on it,and the lower the initiative of enterprises to interact with it.Secondly,in terms of system,the degree of policy monitoring and the scientific degree of policy also affect the interaction between government and enterprises.On this basis,this paper argues that:(1)the industrial restructuring of enterprises is not synchronized with energy conservation and emission reduction: enterprises should actively consult with the government on energy conservation and emission reduction policies,promote third party intervention in environmental management,the central government should further strengthen the construction and improvement of energy conservation and emission reduction and environmental protection system;(2)the formation of "collusion" relationship between local governments and enterprises: the government should reconfigure The central government should strengthen the adjustment of the interest pattern of the governments at different levels so as to avoid the formation of "collusion" relationship between the governments at all levels and enterprises;(3)In view of the problems of enterprises' coping styles,the state should rationally allocate the supervision power of the governments at the grass-roots level,actively construct the information communication platform between enterprises and the government,improve the law enforcement agencies within the environmental protection departments,and establish a scientific one.Energy saving and emission reduction assessment system.
