Research On Local Features Of Environmental Protection Legislation In Cities With Districts In Guangxi

Local features are the soul of local legislation and the key factor affecting the quality of local legislation.It has become a common consensus in the legislative theory and legislative practice that the local legislation should reflect the local features.However,in practice,It affects the quality of local legislation that local legislation does not ideally reflect local features.Especially after national cities with districts obtained the legislative power,the number of local legislations increased sharply,but the quality of legislation was worrying.Among them,the lack of local features of legislation was an important factor.After gaining legislative power,cities with districts in the Guangxi Zhuang Autonomous Region have paid attention to the highlighting of the local features of the legislation,and have formulated a lot of legislation with local features.But there are also many legislations that lack local features.This article is based on the practice of environmental protection legislation in 14 cities with districts in Guangxi in the past five years.This paper analyzes problems that exsit in locallegislation of environmental protection in cities with districts in Guangxi in reflectig local features.Then this article discusses how to effectively improve local features of environmental protection legislation in cities with districts in Guangxi.This article mainly starts from the following sections to study local features of environmental protection legislation in cities with districts in Guangxi:The first part is an overview of local features of environmental protection legislation in cities with districts.This section explains the basis of the legislation in cities with districts and the connotation and boundary of local features,and specifically exemplifies local features of local legislation,which lays a theoretical foundation for the following research.The second part introduces the current situation of environmental protection in 14 cities with districts in Guangxi.This section separately sorts out the basic situation of environmental protection and the overview of environmental protection legislation in 14 cities with districts in Guangxi,and provides practical basis for the subsequent research on local features of environmental protection legislation in cities with districts in Guangxi.The third part is an empirical analysis of the local features of the environmental protection legislation in cities with districts in Guangxi.This part analyzes and sums up the manifestation of local features of environmental protection legislation in cities with districts in Guangxi at different levels and the deficiencies of local features of environmental protection legislation in citieswith districts in Guangxi.The fourth part is the proposal on the improvement of local features on the environmental protection legislation in cities with districts in Guangxi.In the future environmental legislation work,cities with districts in Guangxi should improve the local features of legislation in the following four aspects: establish the right legislation values,emphasize on upholding the problem-driven aspect of legislation,improve legislation skills and public participation,tighten the supervision of local features of legislation in cities with districts.
