| With development of regional urbanization and the integration of transportation,people are enjoying the huge benefits while also suffering the negative impacts.Due to the suddenness,destructiveness and unpredictability of emergency on transportation,emergencies lead to great losses of people’s lives and property.In recent years,emergencies show characteristics of trans-regional and high-frequency.Cases of emergency has affected social stability and economic pattern,and brought a major challenge to the development of region coordination.Thus,when an unexpected emergency arises,we are facing many difficulties in materials allocation for life rescuing,emergencies relief,reinstating order.By now,most researches just proposed the concept of trans-regional rescue,without further detailed proposals.Based on the summary of current researches,this paper proposes a theory of trans-regional emergency rescue on integrated transportation network,demonstrates the urgency levels of rescue demands.Besides,this paper designs schemes for emergency materials dispatching,which includes the utilization,quantity,and plan for transportation modes,respectively.The main contribution of this paper is shown as follows:(1)Investigated the basic theory of trans-regional on integrated transportation networks to lay the foundation for core research.First,determined the scope of research based on relative concept of emergency rescue.Second,analyzed the fundamental elements of trans-regional rescue on comprehensive transportation network,and analyzed its characteristics.Third,comprehensively analyzed trans-regional rescue about conditions,constraints,main solved issues and operation procedure.(2)Studied the theory of inter-regional emergency dispatching on integrated transportation network.Summarized existing researches,analyzed the urgency influencing factors of trans-regional rescue,and designed a rescue demand level model based on improved TOPSIS method to determine the rescue demand priority of each disaster site.About emergency material dispatching,first analyzed the comprehensive transportation rescue network to make the dispatching process step-by-step and clear.Analyzed the relevant factors that affect the dispatching process in detail,constructed a multi-objective and multi-constraint model for trans-region emergency dispatching on integrated transportation network,and solved it with an improved particle swarm algorithm.(3)This paper is meaningful to current events and national conditions.A case study is conducted based on covid-19 in Wuhan,which is overcome by the whole country,and show much respect for the leaders,medical staff and all staff involved in combating the epidemic.By analyzing the epidemic situation in Hubei cities(districts),analyzed the urgency of rescue needs,and finally designed an emergency dispatching case of trans-regional integrated transportation network.The rationality and effectiveness of proposed theory is verified.Through this paper,a set of systematic trans-regional rescue theory on comprehensive transportation network is formed,which provides a basis for decision-making for trans-regional material dispatching.This is a good supplement on theory of trans-regional emergency management cooperation,and it is significant for resource sharing and regional coordination development. |
