Research On Coordinated Dispatching Of Maritime Emergency Materials In Maritime Emergency

With the fast development of Marine economy,the increasingly frequent human activity,increasing the risk of sudden accident at sea,the casualties caused by emergencies,such as the environmental pollution and damage to property caused the wide attention around the world,and the particularity of maritime incident puts forward new requirements for emergency supplies scheduling.How to break through the single emergency response base materials reserves and individual rescue equipment and rescue ability limit,make a more efficient,economic and accurate maritime emergency supplies collaborative scheduling with the characteristic of marine emergency is the key of the research of the article.Based on the background of maritime emergencies,this paper takes the dispatching of maritime emergency supplies as the research object.By analyze the emergency response procedures from The Maritime Search and Rescue Center and the current emergency supplies and equipment configuration requirements.By analyzed the characteristic of the emergencies at sea,we found that maritime emergency supplies scheduling unearthed own the characteristics of timeliness and weak economy both,but also has emergency supplies can’t storage,the transportation equipment have to stay on the spot.A maritime emergency material dispatch architecture is constructed,which includes three layers of land supply layer,land aggregation layer,accident point accident layer,and three layers of land transportation and maritime mobile rescue.Under the life saving first,environment and property saving second purpose,a two-layer dynamic network programming model with rapid response on the upper layer and continuous economic supply on the lower layer is build up.With consider the urgency of personnel rescue at the accident site and the economy of environmental rescue and property rescue,the concepts of cumulative scheduling time operator,absolute time operator and average cost of small period are proposed.The two-stage precise solution algorithm is solved to realize the real-time output of the optimal coordinated dispatching strategy for maritime emergency supplies based on diffident scheduling characteristics.
