Research On Government Supervision In The Field Of Coal Mine Safety Production

Coal industry is the traditional pillar industry of our country.Since the beginning of the 21 st century,China’s coal production continues to increase,coal prices have risen sharply,some coal mining enterprises one-sided pursuit of economic benefits,ignoring the safety of production,resulting in frequent occurrence of coal mine accidents,to the country and people’s lives and property safety has brought damage.Eliminating the hidden danger of accidents is an effective way to nip in the bud in production safety.The profit-driven nature of coal mine enterprises and the instantaneous occurrence of safety accidents require that the work of coal mine safety production must be managed by the supervision force from the government which is independent of production.Weinan,Shaanxi province is the earliest built in coal production base,after years of consolidation and reformation,improve coal mine safety production level of progress,but security foundation weak,uneven security ability,though one shift control,the basic situation has not fundamentally change the current coal mine production safety situation is still grim.This and Weinan government are inseparable in the problem of supervision level.In this paper,by sorting out the research theories at home and abroad,on the basis of the existing research results,explore the micro operation level of government supervision,problems and countermeasures in the actual supervision process.In the use of empirical analysis,in-depth into the actual production of coal enterprises,the daily supervision work of coal mine safety production is investigated.At the same time,use the convenience of work and study,collect the documents and data of coal enterprises’ safe production.Combined with literature research,theory with practice.Through the safety supervision data of the coal mine safety supervision department in Weinan,the effect of government supervision on coal enterprise safety production was observed,the deficiencies of laws and regulations,systems and regulations,and the implementation of supervision were analyzed,and the countermeasures for improvement and promotion were put forward.Including reasonable selective law enforcement,optimization of supervision system,improve the supervision mechanism,so as to promote the government supervision of coal mine safety production in Weinan to improve and develop.
