| The supply-side structure reform is an important reform measure that China has been pushing the exploration in recent years.It has brought about a great impact on China’s steel market and directly led to the overall recession of China’s steel market,and it also has exposed the serious imbalance between supply and demand,overcapacity and backward management in China’s iron and steel enterprises.Many iron and steel enterprises cannot maintain normal production and operation,and are in a state of loss and near bankruptcy.In order to solve the problems faced by these enterprises,the main solution is to stop production and separate the staff.Based on the background of supply-side reform,Shouqin Company has been taken as the research object.This paper probes into the problems and countermeasures in the policy implementation process of the relocation of staff,and then how to solve the problems of China’s iron and steel enterprise staff relocation,to provide some guidance.This paper first introduces the background and the theoretical and practical significance of the study,as well as the domestic and foreign research on the status of staff relocation,expounds the theories on human resources and labor employment,and takes the analysis on the status and problems of Shouqin Company’s staff relocation as the study content.Secondly,this paper analyzes the overall situation of the staff’s relocation of Shouqin Company.In order to collection the organizational experience and satisfaction degree of the staff on the relocation policy implementation,this paper takes the survey as the method,through the preparation of the questionnaire,the selection of samples,organization and implementation of the survey to carry out the work,and then summary the problems in the process of resettlement.Based on the investigation and analysis,this paper presents the problems existing the staff relocation policy of the Shouqin Company in the whole process.Before the implementation,the policy was poorly publicized.During the implementation,the limited internal capacity of the Shouqin company is mainly reflected in the lack of internal posts.In the follow-up process of the plan,there are still some problems,such as the mismatch between the staff and the Post,the risk of brain drain caused by the dissatisfaction of the Post,and the unsatisfactory guarantee between the work and life for the staff resettled in different places.According to Smith’s policy implementation process model,the main reasons for the problems have been analyzed.Finally,according to Smith’s policy implementation process model,this paper advances countermeasures and suggestions to solve the problems from the perspectives of idealized policy,executive agencies,target groups,and environmental factors. |
