With the rapid development of national economy and the rapid increase of energy demand such as oil and gas.The difficulty and requirement of risk management of oil and gas long-distance pipeline in China are also increasing.Requirements for integrity management of oil and gas pipelines,it is necessary to develop the whole life cycle safety risk management of oil and gas pipeline throughout the whole proess of design,construction,production and operation stages.Strengthening the safety risk control of oil transmission stations can effectively avoid accidents,reduce casualties,property losses and environmental damage,and maintain social and public safety.This paper takes the oil transmission stations of an oil pipeline project as the study object.Through the project data access and field investigation,on the premise of understanding the current oil pipeline project hazard factors,hazard factor analysis,risk assessment methods,risk response measures and other contents of the project were systematically studied.(1)This paper discusses the status quo and significance of oil and gas pipeline safety risk assessment,It is pointed out that the development of domestic safety risk assessment is late,there is lack of systematic accident statistics,and the identification of safety risk factors is not comprehensive.(2)This paper gives an example of an oil pipeline project,According to the oil and gas pipeline risk assessment index and various standards,the risk and harmful factors of the oil station are analyzed.The risk and harmful factors such as fire,explosion,lifting injury,poisoning,asphyxiation,water hammer damage,mechanical injury,falling from height,electric shock,and noise were identified.Identification of major hazard sources for each oil transmission station of the project shows that none of the stations constitutes a major hazard source.(3)Based on the characteristics of the system and the principle of division,the oil station is divided into four evaluation units.A reasonable evaluation method is selected for safety risk assessment according to the characteristics of each division unit by comparing the advantages and disadvantages of qualitative evaluation methods such as safety checklist method,LEC and HAZOP and quantitative evaluation methods such as hazard index evaluation method,simulation and evaluation method of accident consequences.(4)In this paper,the safety checklist method is used to carry out qualitative safety evaluation for each station and yard of an oil pipeline project.According to the national standards related and the characteristics of the project,the safety checklist for the oil transmission station has been compiled from ten aspects.Using the method of fire and explosion risk index evaluation,this paper carries out quantitative safety evaluation on each station and field of an oil pipeline project,calculates the inherent(initial)risk index of each evaluation unit and the compensation risk index after taking compensation measures,and establishes the mathematical model of fire and explosion damage to carry out quantitative simulation calculation of accident consequences.(5)Based on the results of qualitative and quantitative evaluation,this paper propose related safety precautions and suggestions to promote the safety and reliability of the oil transmission station.
