In recent years,with the rapid development of industrial economy,more and more enterprises discharging pollutants such as sulphides,nitrogen oxides,smoke and dust,heavy metal volatile organic compounds,such as metal smelting,chemical plants,thermal power plants,etc.,have caused environmental pollution problems to become increasingly prominent.With the sustained and stable growth of the domestic economy,the demand for copper products also increases.Overexploitation of mineral copper leads to a growing shortage of copper resources.Recovery and reuse of waste copper can not only reduce the mining of ore,but also reduce the emission of pollutants.In this paper,the comprehensive utilization of copper smelting waste residue in Toxon County is taken as an example to carry out the research.The planar layout,pollution control facilities and three wastes discharge before and after the reconstruction and expansion of the project are compared and analyzed.The environmental value of the project and the feasibility of the project are discussed.The expected emission concentration of environmental pollutants is predicted,and the expected environmental benefits of the project are judged.The main conclusions are as follows:(1)By monitoring and analyzing the current situation of air,water and soil environmental quality before the reconstruction and expansion of the project,the results show that the air and groundwater environmental quality in the study area can meet the relevant quality standards,and the present situation is good.(2)Under the expected normal conditions,the hourly and daily average concentration increments of total suspended particulate matter,lead and sulfur dioxide are lower than the corresponding standards.Among them,the average daily concentration increment of TSP is between 82.5%and 95.1%,and the average SO2 concentration is relatively high.The higher background concentration is the main reason for the higher average daily concentration increment.Lead has a great impact on the surrounding environment,so the pollution prevention and control of heavy metal lead should be strengthened in the normal production process.(3)Reconstruction and expansion projects are expected to reduce the impact of 107 tons of SO2 on the atmospheric environment.Desulfurization alone can save enterprises about 1.22 million yuan per year through technological transformation.Every year,chemical oxygen demand can be reduced by 1.12 t/a,ammonia nitrogen by 0.1 t/a and solid suspended matter by 0.6 t/a.The expected environmental benefits are good.(4)Through the analysis of economic profit and loss of environmental impact,the ratio of benefit to cost is 120.27,greater than 1,indicating that the environmental protection measures of the project are economically feasible,the investment in environmental protection has obvious economic benefits,and the social benefits are better.It is reasonable and feasible for enterprises to recover and reuse renewable resources while ensuring that pollutants discharge up to the standard.The project can achieve expected environmental benefits and economic benefits.
