With China’s accession to the World Trade Organization and the continuous opening and deepening of the international trade market,the traditional manufacturing industry has gradually transferred from developed countries to developing countries.As an inspection and testing industry providing technical services for the manufacturing industry,it has also developed vigorously,especially the third-party inspection and testing industry independent of the buyer and the seller.The primary basic condition of testing is the construction of laboratory.At present,due to many categories of laboratories,the heads of each laboratory construction are basically engineers from the testing industry,lack of laboratory construction experience,and there is no experience for reference,resulting in various problems in the construction of laboratories.Although SGS is a leader in the global inspection and testing industry,it also lagged in the construction project of Chengdu material laboratory.Therefore,the author attempts to take the SGS Chengdu materials laboratory construction project as the research object,apply the advanced project management theories and methods to the laboratory construction project,and find out the reasons and improvement plans after the project progress.Through the analysis of the construction progress project of SGS Chengdu materials laboratory,this thesis points out the main problems existing in the project progress,such as the lack of scientific progress planning method,and the construction period of each stage of the project is estimated randomly;lack of reasonable progress control methods;and the lack of effective progress management guarantee measures.Combined with the theory of project schedule management,WBS method is used to decompose the project tasks,and then the subtasks are analyzed by Gantt chart.Next,the key chain is found out,and the three-point estimation method is used to estimate the time expectation through network review technology.Then,according to the situation of critical chain and non-critical chain,the buffer is set,and the root variance method is used to calculate the buffer size and the corresponding optimized total construction period.Finally,the optimized construction period is 23 days.Finally,the optimized construction project control of SGS Chengdu materials laboratory is analyzed from the three dimensions of project pre control,in-process control and post control,and then the implementation of the optimized schedule scheme is put forward.Through the analysis of buffer usage and the establishment of buffer monitoring model,the management of buffer is achieved.Through the research on the schedule management of SGS Chengdu materials laboratory construction project,this thesis summarizes the relevant experience of laboratory construction project management,points out the areas that need to be improved,and fully introduces the project management theory into the construction of the third-party inspection and testing laboratory,so as to provide reference for the subsequent expansion project of Chengdu laboratory and the construction project of other regional laboratories of SGS,and the construction projects of testing laboratories of other third-party institutions in China.
