| With the deepening of China’s supply side structural reform,the coal industry is facing the situation of resolving excess capacity and structural adjustment and realizing its own transformation and upgrading.As the only municipality directly under the central government in the western region,In order to maintain the development of various fields,Chongqing needs to pay most attention to the role of ballast stone of energy in it.In 2020,due to two consecutive major coal mine safety accidents in Chongqing,all coal mines in the city were shut down for rectification,followed by the permanent closure of all coal mines,resulting in the unemployed workers of Shihao Coal Mine.As a municipal state-owned enterprise,Shihao Coal Mine has provided a variety of diversion and resettlement policies for coal mine workers in the resettlement work of unemployed workers.Through in-depth analysis of the whole selection process,the selection logic of unemployed coal mine workers can be fully displayed.Taking Chongqing Shihao Coal Mine as a single case,this paper examines the three main choices for unemployed workers in Shihao Coal Mine when facing resettlement choices: negotiation and termination of labor contract,internal retirement and retirement,and resettlement of municipal state-owned enterprises.The logic behind the choice of coal mine workers can be shown through the various consideration of resettlement choices.In the specific investigation of coal mine workers,this paper adopts the "process-event analysis" method,starting from the beginning of the incident to the end of the whole resettlement work.After having a comprehensive understanding of the unemployed workers in Shihao Coal Mine,we will explore the action choices they have made in the whole event,so as to analyze what they think is the "benefit maximization choice".This paper consists of introduction and five chapters.The introduction part expounds the origin of the research problems of this paper,and introduces the current research at home and abroad and the research methods of the full text.The first chapter discusses the formation of unemployed workers in Shihao Coal Mine,and briefly explains the basic situation of eliminating backward production capacity.The second to fourth chapters discuss the main choices made by coal mine workers after their own consideration.The fifth chapter discusses the overall analysis of the selection of the diversion mode of unemployed workers in Shihao Coal Mine,analyzes the overall effect of the resettlement in Shihao Coal Mine,and summarizes the social effects,experience and lessons brought by the diversion mode.Through this paper,we found that the choice of coal mine workers reflects a compound rational logic.The presentation of this compound rational logic shows that when facing the diversion choice,coal mine workers consider not only economic interests,but also non economic factors.Coal mine workers with different basic conditions will have their own considerations.For coal mine workers,it is actually difficult to maximize the benefits of choosing.Rational choice is also gradually transformed into a compound rational choice in this process,because during this period,it is inevitable that there will be various restrictive factors,with specific manifestations: older age,single work skills,low education,unstable income,heavy family burden,and the employment situation is grim.Therefore,for the coal mine workers,the choice of the whole diversion mode is a gradual process,and the compound rational thinking is also gradually reflected in the process of selection. |
