Practical Research On Xi Jinping’s Ecological Civilization Thought In The Protection And Management Of Erhai Lake

Ecological civilization is an important part of Xi Jinping’s thought on Socialism with Chinese characteristics in the new era.Xi Jinping’s ecological civilization thought inherits and Develops Marxist ecological outlook,promotes traditional Chinese ecological culture thought,and enriches the ecological civilization theory of socialism with Chinese characteristics,it is an important theory and guiding ideology under the goal of building a "beautiful China".Erhai Lake is the "mother Lake" of the people of Dali.With economic and social development,the balance of nature of Erhai Lake has been destroyed.General Secretary Xi Jinping visited Erhai Lake in Dali in January 2015,the mandate for Erhai Lake in Dali sounded the alarm,provided the guidelines and sounded the clarion call for the People’s protection and governance of Erhai Lake in Dali.The relationship between man and nature,the "two mountains theory" of ecological civilization construction,the value theory of ecological civilization construction,the system theory of ecological civilization construction,the legal system theory of ecological civilization construction,the target theory of ecological civilization construction and the ecological environmentalism theory of Erhai Lake are the theoretical basis and methodological principles for effective governance of Erhai Lake.Although some achievements have been made in the management of Erhai Lake before Xi’s visit to Dali,it has not completely changed the trend and situation of ecological imbalance in Erhai Lake.After his visit to Dali,Xi proposed important concepts,guidelines and target requirements for the protection and governance of Erhai Lake,and received positive responses from Party committees,governments and relevant departments at all levels in Yunnan Province,Dali Bai Autonomous Prefecture and Dali,General Secretary Xi Jinping issued a call on Erhai Lake’s protection and governance and put forward corresponding policies and measures to strengthen protection and governance of Erhai Lake,which has achieved remarkable results and accumulated rich experience.However,there are still many problems and challenges in the protection and management of Erhai Lake.Among them,the lack of water is the most important problem facing Erhai Lake.In addition,there are also insufficient economic development,slow industrial transformation and upgrading in the basin,and an increase in the number of tourists,the pressure on environmental protection is enormous,and the enthusiasm of the whole people to participate in the conservation andgovernance of Erhai Lake is not high enough.Starting with the experience and problems in the process of protection and governance in Erhai Lake,this paper explores the path choice of using Xi Jinping’s ecological civilization thought to guide the Protection and governance in Erhai Lake,taking firmly establishing the ecological consciousness as the guide to provide the ideological guarantee for the protection and governance of Erhai Lake,taking the demonstration area as the guide to promote the construction of the ecological government,and taking the legal system construction as the guarantee to realize the rule of the lake according to law,taking the participation of the whole people as the root to provide sustainable power for Erhai Lake’s governance,so as to apply Xi’s ecological civilization thought more effectively to the protection and governance of Erhai Lake,to provide guidelines and spiritual impetus for getting out of the pollution dilemma in Erhai Lake and the ecological crisis in Erhai Lake,and to provide better strategies and wisdom for the protection and treatment of Plateau fresh water lakes.
