Since the reform and opening up,China has created a remarkable "China miracle",because of the rapid economic growth.However,with the rapid economic development,the environmental cost and the ecological carrying capacity are ignored.In order to pursue economic benefits,the enterprises often ignore environmental problems,it is difficult to make enterprises consciously carry out environmental protection relying solely on market mechanism,so the government’s intervention is particularly important.At present,the actual environmental policy executor of China is the local government,who is likely to collude with the enterprise for their own interests.The collusion between the local government and enterprise may make the strength of China’s environmental regulation weakness and result bad effect in the environmental improvement,which seriously hindered the process of ecological civilization construction in china.The public participates in environmental management actively,not only can reduce the cost of social management,but also help to reduce the losses of environmental resource caused by market failure and government failure,so to deal with the problem of environment,study on the public participation is essential.Previous studies show that the public environmental participation can reduce emissions of enterprises,but the existing research didn’t discuss how the public environmental participation influence the enterprises to reduce the emissions,therefore they couldn’t put forward some targeted suggestions.This paper focuses on how the public environmental participation influences the enterprise to reduce the emissions,taking into account that the public environmental participation restrains the behaviors of enterprises and government in fact,so this paper studies from the perspective of collusion.With the help of relevant previous researches,based on reviewing the collusion theory,public participation theory and the relationship between the public participation,collusion and enterprises pollution reduction,firstly,this paper discuss the enterprises pollution emission under the collusion and non-collusion state with the differential game model,the results show that the collusion makes environment worse;both the collusion degree and the regulation strength are relative to the evaluation mechanism;supervision and punishment from the central government can refrain the collusion degree between local government and the enterprise;public environmental participation not only can directly promote the pollution reduction,but also prevent the government and enterprise from collusion to promote the pollution reduction indirectly.In addition,the results of numerical simulation show that the local government makes choice depending on the environmental responsibility system.Moreover this paper establishes an intermediary effects model to test how the public environmental participation to influence the pollution reduction of enterprise with Chinese data of 30 provinces in 2003-2014.The results show that public environmental participation not only can directly promote the pollution reduction,but also prevent the government and enterprise from collusion to promote the pollution reduction indirectly.In addition,when we use the pollutants that the central government focus on as explanatory variables,found that public environmental participation has more powerful influence on the enterprise to reduce pollution.After learning other countries’experiences on pollution control,this paper puts forward some policy suggestions to promote the public environment participation actively and achieve the construction of ecological civilization.
