to the harmonious coexistence of human and nature" as one of the basic strategies for adhering to and developing socialism with Chinese characteristics in the new era.And they puts forward the new development concept of "accelerating the construction of an innovative country",optimizes the economic structure,transforms the growth momentum,so that we can build a beautiful,prosperous,strong,democratic,civilized and harmonious country China,realize the dream of socialist modernization and power.This shows that with the development of economy and the progress of human civilization,the construction of ecological environment is getting more and more attention.In the new era of accelerated development of human society,the rapid growth of economy brings about serious environmental pollution problems,and environmental regulation arises from it.The relationship between environmental regulation and economic development has aroused great academic discussion.Some scholars take the theory of "restriction cost" as the representative to think that environmental regulation has seriously restricted the development of economy and society.Others take the Porter hypothesis as the representative to think that environmental regulation has promoted technological innovation and enterprise competitiveness to a certain extent.In addition,a few studies show that there are many uncertainties in the role of environmental regulation on development.In view of the current situation of China,it is very important to explore the role of environmental regulation in the process of social development to achieve sound and rapid economic development and build a beautiful new China.In the new era of China’s accelerated development,innovation provides inexhaustible power for development.It is the development requirement of the new era to achieve the harmonious coexistence of human and nature while innovating economic development.The main object of this paper is China’s industrial enterprises.It studies the technological innovation efficiency of China’s industrial enterprises.Then,it measures the intensity of environmental regulation in 28 provinces and cities and the overall competitiveness of China’s industrial enterprises.Finally,it constructs regression equation to analyze the relationship between environmental regulation and technological innovation efficiency,and the relationship between environmental regulation and enterprise competitiveness.Then we can clarify the impact of environmental regulation on them and the improvement of the role of the government and enterprises in the development of environmental regulation to provide decision-making reference.First of all,using the literature analysis method,this paper analyzes and reviews the research status of environmental regulation on technological innovation and enterprise competitiveness at home and abroad.Secondly,it introduces the connotation of technological innovation,Porter’s hypothesis and DEA’s basic theory.Then,we uses the group decision characteristic root method(GEM)and the coefficient of variation method to screen the primary evaluation indexes of technological innovation efficiency of Chinese industrial enterprises.Consequently,we completes the construction of the evaluation index system of technological innovation efficiency of Chinese industrial enterprises,and selects the expenditure of imported technology and the R&D expenditure Department expenditure,external expenditure of R&D expenditure,expenditure of technological transformation,full-time equivalent of R&D personnel,expenditure of new product development expenditure are taken as input indicators,and the number of effective invention patents,sales revenue of new products,and industrial output value are taken as output indicators.Then,based on the BCC,super efficiency and Malmquist index model of DEA method,a new evaluation model of technological innovation efficiency of Chinese industrial enterprises is built.Then,the data of 2009-2017 In,28 provinces and cities of China carries out an empirical measurement of the technological innovation efficiency of industrial enterprises.We analyzed the overall technological innovation efficiency of Chinese industrial enterprises from the perspective of static efficiency and dynamic efficiency,and compared the technological innovation efficiency of industrial enterprises in different regions,measured the intensity of environmental regulation and competitiveness of enterprises at the same time,and completed the analysis of the overall and regional related data Analysis.Then using the results of DEA model,we further analyze the relationship between environmental regulation and technological innovation,and the impact of environmental regulation on the competitiveness of enterprises.The results of this study also confirm the possibility of Porter hypothesis in Chinese industrial enterprises.Finally,according to the empirical results,the paper puts forward the corresponding countermeasures,suggests enhancing the technological innovation of Chinese industrial enterprises,and promotes the environmental regulation to play a positive role in technological innovation and enterprise competitiveness. |
