| In recent years,the Chinese government has faced increasing environmental pressures at home and abroad.“constructing ecological civilization is a millennium plan for the sustainable development of the Chinese nation” and “Lucid waters and lush mountains are invaluable assets” were put forward through the 19 th National Congress of the Communist Party of China.The Chinese government attaches great importance to environmental issues and is actively promoting the development of green production.How will environmental regulation affect green production efficiency? Will the production efficiency reduce for the rising environmental costs or increase for the improvement of innovation driving from environmental regulation? This is a hot spot for the entire academic community.Therefore,It can not only provide valuable reference for academic circles but also provide suggestions of environmental protection and sustainable development for Chinese government that the article explored how environmental regulation affects green production efficiency and clarified the influence mechanism between environmental regulation,technical innovation and green production efficiency.Based on domestic and foreign literatures,36 industries were compiled according to the 2017 national economic industry classification standards at first,and the green production efficiency of various industries was measured from 2000 to 2015.Then a dynamic panel regression model was established to explore the impact of environmental regulation on green production efficiency.At the same time,considering the difference of the efficiency and pollution degree between 36 industries,the industries were divided into two groups-inefficient dirty industries and efficient clean industries.Through regression analysis,the empirical study results were found as below.(1)The results of the overall industries showed that the impact of environmental regulation on technology and green production efficiency both were “U”-type related.And technical innovation promoted the improvement of green production efficiency.(2)The results of the inefficient dirty industries were aligned with the overall industries,but the position of the inflection point on “U”-type is quite different,which showed that the inefficient dirty industries were more sensitive to environmental regulations.(3)The results of efficient clean industries showed that the environmental regulation has no significant impact on technical innovation and green production efficiency,and technical innovation has a negative effect on green production efficiency.The problem of industry heterogeneity was solved when environmental regulation has an impact on green production efficiency.When formulating policies,the government can adjust the intensity of regulation according to the situation of various industries,so that the effect of environmental regulation could be optimal.This article mainly innovated from the following three aspects.Firstly,from the perspective of research,this paper explores the problem from the perspective of industry heterogeneity.Secondly,the industry division in this paper is based on the efficiency and pollution degree of the industry.Finally,in the calculation of production efficiency,energy input and undesired production are included.Green production efficiency is achieved,which avoids the overestimation of production efficiency in the industrial sector. |
