As we all know,the global climate change caused by the continuous growth of greenhouse gas emissions is threatening the survival of global human beings,and it is getting more and more attention.In fact,population growth,industrialization,air pollution,soil erosion,and forest resource destruction caused by urbanization are all important reasons for the continuous rise in greenhouse gas concentrations.As the largest carbon emissions country of the world,China has a responsibility to reduce carbon emissions.Meanwhile,China is one of the countries with the largest urbanization development in the world,facing huge population and resource pressures,it is difficult to improve social welfare,and regional imbalances are becoming increasingly prominent.At present,the multiple economic,environmental,and social challenges brought about by urbanization,as well as the development of new types of urbanization,have received full attention in China’s "Twelfth Five-Year" and "13th Five-Year" plans.Therefore,it is necessary to conduct research on China ’s low-carbon development and welfare construction level,fully examine the differences between regions,clarify the focus of the development of carbon emission welfare performance,and guide the provinces to achieve welfare growth,economic development and Harmonization of energy conservation and emission reduction.This study divides 30 provinces of China into seven regions as the research object,and calculates and analyzes the carbon emission welfare performance and related indicators from 1997 to 2014.Based on the research background and the definition of carbon emission welfare performance,this study selectes the urban population,total GDP,human development index,and total carbon emissions as four indicators to study the regional differences in carbon emissions welfare performance,including calculating and comparing the differences under different indicators,and based on the overall and regional perspectives to calculate and analyze the regional difference contribution rate of different indicators.This study draws the following main conclusions: 1)During the period of 1997-2014,carbon emissions welfare performance of China showed a “U”-shaped change trend,and the carbon emissions welfare performance of provinces generally showed a downward trend,with Yunnan having the largest decline.Looking at the average values of each year,Hainan is the highest,while Ningxia is the lowest.As economically developed regions,Beijing,Tianjin,and Shanghai are at the middle and lower levels of carbon emissions welfare performance,indicating that there is still much room for improvement in China’s carbon emissions welfare performance.2)The relationship between the overall difference is T(GDP)> T(C)> T(UP)> T(HDI),that is,the total GDP has the greatest effect on the difference in performance of carbon emission benefits,and the human development index is the lowest;except for the Human Development Index,intra-regional differences contribute more to the overall difference than inter-regional differences.The South China region is the main contributor to intra-regional differences,and the Central China region has the lowest contribution rate.Based on the above research results,this study proposes countermeasures to promote the development of carbon emission welfare performance and reduce regional differences from the perspectives of urbanization,economy,human development,and carbon emissions,including vigorously developing urban agglomerations,accelerating urban transformation,and deepening supply-side reforms,increased support,inclusive and multi-pronged measures to promote social innovation,comprehensive implementation of low-carbon policies,and innovative low-carbon technologies.This research can not only provide important theoretical references for the development of low-carbon and high-welfare development strategies in various provinces in China,but also enrich the literature research on the analysis of carbon emissions welfare performance and its regional differences.
