Problems And Countermeasures Of Safety Supervision Of The Transportation Of Dangerous Goods On The Roads In Shaanxi Province

With the rapid development of the national economy and the continuous improvement of people’s living standards,the demand for hazardous chemicals such as chemical industry and energy in industrial production and people’s production and life is growing,and the dangerous goods transportation industry is booming.At present,the transportation of dangerous goods in China is mainly realized by road transportation and railway transportation,of which the transportation volume of road dangerous goods accounts for 70% of the total volume of dangerous goods transportation in the whole year.In recent years,By strengthening the safety supervision measures of dangerous goods transportation,the safety production situation has been improved to a certain extent,However,the occurrence of road transport accidents of dangerous goods has not been fundamentally stopped and resolved.Even in some areas,In recent years,the incidence of road dangerous goods transport accidents has been on the rise,which has seriously affected the social and economic stability,as well as the safety of people’s lives and property.Effectively curbing the occurrence of road dangerous goods transport accidents has become a major concern of local governments at all levels and the public.It is of great significance to study the safety supervision of road dangerous goods transportation.Based on the theories and methods related to public management,this paper conducts an in-depth analysis on the research background of safety regulation of road transport of dangerous goods,specifies the definition,classification and characteristics of dangerous goods;explains the characteristics and requirements of road transport of dangerous goods.Then,taking safety regulation of road transport of dangerous goods in Shaanxi Province as a case,this paper thoroughly analyzes the problems existing in safety regulation of road transport of dangerous goods,including unorderly laws and regulations,duplication of functions,lack of emergency response mechanism,backwardness in ideology,poor regulation and backward regulatory means.The advanced practical experience from foreign countries in safety regulation and management of road transport of dangerous goods can be ofenlightenment to Shaanxi Province in this aspect to some extent,including improving relevant laws and policies,fulfilling the responsibility of enterprises for production,improving safety emergency management capability,etc.At last,this paper proposes measures and suggestions for improving safety regulation of road transport of dangerous goods in Shaanxi Province,including improving the administrative measures for road transport of dangerous goods,clarifying the responsibilities of regulators,enhancing emergency management capability,raising the awareness of safety regulation of road transport of dangerous goods,developing a long-term talent training mechanism,building a safety monitoring platform for road transport of dangerous goods,etc.
