Research On The Problems And Countermeasures Of Port Dangerous Goods Safety Supervision In C City

In recent years,China’s industry has shown a trend of rapid development,and the demand for dangerous chemicals represented by petroleum,natural gas,and chemical raw materials has increased sharply.Due to its low cost and large volume,water transportation has always been the primary channel for the transportation of dangerous goods.It has become a common practice in the industry to transport dangerous chemicals across medium and long distances through ports.However,Safety accidents are easy to occur in the process of transferring,loading and unloading and storing dangerous goods in the port area.In particular,after the Tianjin explosion on August 12,both the central and local governments attached great importance to the safety of dangerous goods in the port.Nevertheless,the effect of port safety supervision is affected by various factors.The complex external situation has posed a great task to local port management departments in the safety supervision of dangerous goods.Especially,due to the lack of management experience and backward management methods,inland ports face even greater challenges in the safety supervision of dangerous goods.Based on the theories of public governance,responsible government,emergency management,etc.,this thesis uses the field investigation method to study the safety supervision of dangerous goods in the main ports of the typical inland port C City.From the perspective of port administration,the thesis analyzes the problems and weakness existing in the safety supervision of port dangerous goods,and provides theoretical and decision-making support on how to improve supervision mechanism,risk prevention ability and emergency rescue capacity.The article first expounds the main supervision basis,supervision subject and responsibility,supervision object,supervision content and means,hidden dangers and achievements of supervision of the dangerous goods in the port of C City.Secondly,the problems existing in the safety supervision of port dangerous goods in C City are summarized,including unclear safety supervision responsibilities,low safety supervision coordination,low informatization level of safety supervision technology,imperfect emergency rescue system,and poor pertinence of safety inspection.After conducting an in-depth analysis of the causes of the problems,the article puts forward the countermeasures and suggestions for the safety supervision of dangerous goods in the port of C City,including straightening out the safety supervision system and mechanism of dangerous goods in the port,strengthening the training and introduction of port safety management talents,strengthening the scientific and technological information level of the safety supervision of dangerous goods in the port,improving the emergency response of dangerous goods in the port,improving the emergency rescue capability of dangerous goods in the port,improving the awareness of safe production,and consolidating the responsibility of safe production.
