| In recent years,in order to effectively control the haze,various governments have been actively exploring new control measures.Grid haze control is an innovative measure of environmental governance in the new era,which belongs to government management category,as well as one of the propositions in the public management field.New public management theory proposes that the government governance should pay attention to the efficiency.Therefore,local governments should pay attention to the efficiency if they carry out grid haze control works,and the grid haze control efficiency is an important index to measure the environmental governance of local governments.Based on Lanzhou’s gird haze control experience,we need to objectively evaluate the work efficiency of Xi’an in operating grid haze control.Therefore,if we research the efficiency problems of grid haze control in Xi’an,and find out the factors affecting the grid haze control efficiency,it will be of great theoretical guiding and practical significance to improve the grid haze control efficiency of local government and further improve the comprehensive governance abilities of local government.Firstly,after sorting out the related literature at home and abroad,this paper uses the seamless governmental theory and new public management related theory to analyze the gird haze control and its influence factors.In addition,based on the actual situation of grid haze control in Xi’an City,this paper refers to the previous similar research results and constructs an input-output index system for evaluating the grid haze control efficiency in Xi’an City.Secondly,based on the previous efficiency research methods,the models of data envelopment analysis(DEA)are used to evaluate and contrastively analyze the grid haze control efficiency of 20 secondary grids(with districts and counties,development zones and management committees as units)in Xi’an City in 2018,from spatial dimensions.In addition,from time dimensions,this paper contrastively analyzes the grid haze control efficiency in Xi’an City from 2013 to 2018.The analysis of the calculation results shows that,firstly,in the terms of the spatial dimension,the comprehensive efficiency of grid haze control efficiency in 20 secondary grids is calculated.Only 4 regions have achieved the optimal efficiency of the grid haze control,and the remaining 16 regions have failed to achieve the optimal efficiency.If we keep the output unchanged,most areas have the problems of excessive input factors.Secondly,in terms of time dimension,the overall level of grid haze control efficiency was relatively high from 2013 to 2018 in Xi’an,reaching DEA validity in three years.In addition,the overall efficiency was slightly less than 1 in three years,which belongs to weak efficiency.Finally,in this paper,Tobit model is used to analyze the indirect factors which affect the efficiency of gird haze control.We find that the regional social factors are negatively correlated with the local grid haze control efficiency,and that the regional economic development level is positively correlated with the local grid haze control efficiency,and that the tertiary industrial structure is also positively correlated with the grid haze control efficiency.And we also find that there is a U-shaped relationship between the educational and scientific and technological level and grid haze control efficiency,and that the government’s emphasis on the environmental governance is positively correlated with the grid haze control efficiency.In addition,the public participation is positively correlated with the local grid haze control efficiency.Finally,on the basis of the research,targeted policy suggestions are put forward to improve the local government grid haze control levels. |
