In view of the current quality of the atmosphere,the blue sky has become the urgent aspiration of the people.VOCs are an important precursor of air pollution.One of the important tasks put forward at the Nineteenth Congress of the CPC is to implement a special VOCs remediation program.By 2020,the total VOCs emissions will be reduced by more than 10% compared with 2015.With more and more serious atmospheric environmental problems,the VOCs prevention and control mode of a single city has been difficult to solve the increasingly fierce Urban Haze problem.Therefore,this paper takes Shaanxi Province as the research area,and carries out the following research on the joint prevention and control of VOCs emissions and the assessment and management of the target:Firstly,in order to control VOCs emission and realize joint defense and control among regions,an evaluation mechanism based on grid management is established.The grid management technology is used to divide the grid hierarchy in Shaanxi Province according to the method of "administration + 1km 1km grid",determine the organizational system and realize the full coverage of the region.The establishment of standard assessment mechanism based on grid,combined with the characteristics,the main function of the realization of standard assessment and its operation mechanism.The operation mechanism mainly includes four aspects: data collection,benchmarking,task assignment and implementation feedback.At the same time,the perspective of joint defense control is established,which provides a complete process and overall framework system for joint defense control to improve atmospheric quality,and achieves the goal of joint emission reduction in the whole region.Secondly,in order to establish the evaluation mechanism of benchmarking,the most basic is to build an appropriate index system.According to the principle of index selection and the method of benchmarking,the input-output index is selected,and the index system of benchmarking is constructed by literature comparison.On the basis of the index system,the data of recent years are selected to study.The VOCs emissions of enterprises are calculated according to the activity level and emission factors,using the calculation formula of emission factor method.Therefore,two sets of high generality index systems based on enterprise bid-checking and grid bid-checking are established respectively.At the same time,in order to implement the benchmarking assessment smoothly,the most important thing is to select benchmarking and analyze benchmarking.According to the data envelopment analysis and cross DEA model,the benchmark in the research object is obtained,and the benchmark analysis is carried out according to the benchmark.Projection analysis method and gap analysis method are used to analyze the gap between the object and the benchmark,and the improvement scheme is put forward.The conclusion shows that the method of benchmarking in enterprise and grid is basically the same,but there is a gap between the comparative indicators selected by enterprise and grid in gap analysis.Finally,in order to verify the universality of index selection and the practicability of the method,an example of enterprise and grid benchmarking is analyzed.Petrochemical enterprises are selected as the research object in the study of enterprise’s benchmarking evaluation,while the streets in Weiyang District are selected as the research object in the grid’s benchmarking evaluation.The practicability and applicability of the benchmarking evaluation mechanism are verified in these two examples.
