With the development of economic globalization,environmental and resource issues have become the focus around the world,and ecological security and public health security have become an important part of national security.However,the increasing urban domestic waste has a serious impact on the ecological environment.It is bound to bring a series of environmental hazards and social problems,such as the impact of the appearance of the city,water and soil pollution and disease transmission.At the same time,it restricts the economic development.The treatment of urban domestic waste is a systematic project,Classification,collection,transportation,recovery and disposal are all crucial links.Urban domestic waste treatment is very difficult to control due to factors such as management,technology,and capital.For a long time,various types of domestic garbage in Changsha have been mixed and disposed of.With the exponential growth of domestic waste,the gap in waste disposal capacity is increasing,the pressures on government management and financial funds have increased dramatically,and it is urgent to solve the problem of waste management.Through literature review,field investigation and questionnaire survey,this article comprehensively analyzes the garbage production,treatment method,treatment capacity and management system of Changsha city,so as to grasp the current situation of domestic waste treatment in Changsha city.After implementing waste classification and incineration for power generation,Changsha City has achieved certain results in waste reduction,recycling,and harmlessness.However,Due to the deficiencies in the supervision system,garbage classification system,infrastructure construction and public participation,etc.,the domestic waste management overall effect in Changsha city is poor,the domestic waste classification effect is low,the resource utilization is insufficient,and the contradiction between garbage output and disposal capacity is prominent.Aiming at the existing problems,based on the relevant theories such as public governance,public goods and externalities,by referring to the domestic and foreign advanced governance experience of "multiple governance","garbage legislation" and "zero waste strategy",From the aspects of "strengthening the top-level design,transforming a single governance system,establishing multiple governance mechanisms,accelerating the domestic waste classification legislation process,establishing a full-process waste classification and treatment system,and promoting the development of industrialization of waste disposal",several countermeasures for domestic waste disposal were proposed.Through the above measures,hope to promote the work of garbage control in Changsha,build a scientific and efficient garbage control system,and improve the capacity of domestic waste control.
