Research On Countermeasures For Promoting Governance Of Rural Domestic Waste Sorting Through Multi-entity Collaboration

Since the 18^th National Congress of the Communist Party of China,the building of ecological civilization has been regarded as“a long-term plan that concerns the well-being of people and the future of the nation”.Strengthening ecological governance is a fundamental guarantee for high-quality economic and social development.The effective governance of rural domestic waste sorting is the critical part of implementing the strategy of ecological civilization construction,addressing domestic waste pollution,and complying with the requirements of new development in the new era.The thesis follows the concept of“proposing,analyzing,and solving the problem”.Comprehensively adopting literature review,field survey,and case study methods,the thesis relies on multiple materials including literature,policies and regulations,interview records,and research questionnaires,and seeks to figure out effective ways to address the difficult problems in the governance of rural domestic waste sorting by innovating the governance model.In terms of research focus,the thesis stresses the multi-entity participation efficacy in the process of collaborative governance.By analyzing the roles of governance entities in the whole process of waste sorting,the thesis respectively discusses the responsibility positioning and interrelationship of the four main entities at various sections,thereby constructing the piecewise model for the multi-entity collaborative governance of rural domestic waste,followed by an attempt to innovate the integrated model.The integrated model is a macroscopic perspective to explore the way to achieve the multi-entity collaborative promotion of governance of rural domestic waste sorting,consisting of mainly five modules of the external environment,collaborative agent,collaborative engine,collaborative participation,and collaborative results.It is rather flexible to adopt the integrated model in analyzing the governance of rural domestic waste sorting because it can innovate deduction methods in the description of the collaborative process and display dynamic information on governance from different perspectives.An analysis of the case of governance of rural domestic waste sorting in Q County with the integrated model shows that a wholesome policy environment and humanistic environment can mitigate the negative impact of backward economic development on the governance of domestic waste sorting,while entities such as enterprises,social organizations and villagers need to shift from relying on government support to having autonomy.Only when multiple entities are willing to devote more effort subjectively can collaborative governance maintain its vitality,thus maximizing the governance effects.Hence,this thesis concludes that the key to obtaining enduring vitality for the governance of rural domestic waste sorting lies in the following three areas.Firstly,we should improve the governance of rural domestic waste sorting by making policy supply more precise,strengthening mechanism guarantee,and optimizing the humanistic environment.Secondly,we need to integrate various resources for the governance of rural domestic waste sorting by optimizing human resources allocation,upgrading organizational structure,and strengthening technical innovation.Thirdly,we are supposed to enhance the governance capacity for rural domestic waste sorting by expanding channels for interaction,restructuring game paths,and maintaining participation orders.
