Research On Citizen Participation In Dongting Lake Ecological Environment Management

2020 is the year of the Yangtze River’s ecological and environmental protection,and promoting the green development of the Yangtze River Economic Belt has great strategic significance.Dongting Lake is an important node of the Yangtze River Economic Belt and plays a key role in the ecological protection of the Yangtze River Economic Belt.At present,the situation of the ecological environment governance in the Dongting Lake Basin is still grim.Under the context of co-governance,cross-domain ecological environment governance needs to strengthen regional cooperation.At the same time,multiple subjects must form an effective synergy.Citizens,as one of the main bodies of ecological environment governance,have not played their due role in the ecological environment governance process of the Dongting Lake Basin.Based on the environmental citizenship theory,democratic consultation theory and collaborative governance theory,this article takes the case of the citizen participation in the Dongting Lake black poplar governance as an entry point to investigate the current status of citizen participation in the ecological environment governance of Dongting Lake.The study found that there are still many problems in the current ecological environment governance of Dongting Lake: citizens have little initiative to participate in ecological environment governance,citizens lack the ability and technology to participate in ecological environment governance,limited information channels for citizens to participate in environmental governance,and the feedback efficiency of environmental governance needs to be improved.The main reason is that citizens have free-riding psychology and their professional abilities and qualities are insufficient.At the same time,the legal system related to ecological environment governance is not perfect,and the credibility of local governments in the Dongting Lake basin is not high.Secondly,based on the cases of citizen participation in ecological environment governance in the United States,Japan,Canada,and other countries,this article summarizes the Dongting Lake ecological environment citizen participation from the aspects of environmental protection laws and regulations formulation,active publicity and education and effective participation of social organizations.Combining with the practical dilemma of citizens’ participation in the governance of the ecological environment,finally,four countermeasures are proposedto strengthen the citizens’ participation in the governance of the ecological environment of the Dongting Lake Basin: From the subjective willingness of citizens to participate,the behavioral science is used to promote the cultivation of the awareness of citizen participation;Broaden the channels for citizen participation in ecological environment governance;improve the legal system guarantee for citizen participation in ecological environment governance from the perspective of civil rights,and improve the accuracy and timeliness of citizen participation feedback from local governments in the Dongting Lake basin from the perspective of citizen participation effectiveness.
