The Research On The Impact Of Heterogeneous Environmental Regulations On The Green Total Factor Productivity Of Service Industry

At present,China is in a period of green economic transformation.Existing research focuses on the green development of the manufacturing industry.In contrast,the green development of the service industry is easier to ignore.At present,China has entered the stage of development with service industry as the "leader" of the industry,emphasizing that green development has become a necessary condition for the sustainable development of the service industry economy.This is an inevitable consequence of the development of the internal structure of the economy,and it is also a related policy to the economic structure and upgrade the important promotion role.Over the years,the green economic efficiency of the service industry in different regions of China has varied greatly.In the process of preventing related companies from pursuing economic efficiency at the expense of the environment,the implementation of effective environmental regulations by the government has played a pivotal role.With the continuous development of relevant policies,there are more and more ways to classify environmental regulations in China,and different environmental regulations have different effects on the green development of the service industry.Therefore,in this paper,formal environmental regulation and informal environmental regulation are considered as a classification method considering the heterogeneity of environmental regulation,and the green TFP index of the service industry is used as a measure of the green economic efficiency of the service industry.The two are included in the same framework to explore the differences.The effect of qualitative environmental regulation on the green TFP index of service industry.First,this paper summarizes the measurement methods of the service industry green TFP index and related literature on the impact of environmental regulations on the service industry,and further analyzes the mechanism of the impact of heterogeneous environmental regulations on the service industry green TFP index.Then use the ML index method based on EBM distance function to measure the service industry green TFP index of 30 provinces and cities in the country,and use the panel data of 30 provinces and cities in the country from 2005 to 2015 to explore the heterogeneous environmental regulations on service industry green TFP Index effect.The empirical results of this paper show that the effect of formal environmental regulation on the service industry green TFP index is U-shaped,and improving the service industry development level can improve the service industry green TFP index;informal environmental regulation has a promoting effect on the service industry TFP index,and Increasing the development level of the service industry will weaken the promotion effect of informal environmental regulations on the service industry TFP index.On this basis,this paper further carries out the east-middle-west sub-sample regression.The results show that,except for the eastern region,the transmission mechanism of formal and informal environmental regulations to the service industry TFP index is different and independent of each other.Finally,by decomposing the service industry green TFP index into a technological progress index and an efficiency change index for empirical analysis,it can be concluded that both formal environmental regulation and informal environmental regulation act on the service industry green TFP index by affecting technological progress.
