China’s economy has entered a stage of "new normal" development,at an important turning point of economic restructuring and the shift from old to new drivers of growth.China is committed to applying the new development concept to all production links and management processes of industrial development.But in the past were,innovation of urban industry rapidly expanding kinetic energy shortage,environment resources,fragile ecological system and a series of realistic contradiction has not been effective,this not only become a city wall of high quality development,is unfavorable to build ecological livable living environment,unable to effectively improve the people’s happiness and life.The report to the 19 th National Congress of the Communist Party of China clearly pointed out that efforts should be made to build a market-oriented system of green technology innovation,accelerate the building of an innovative country,and promote green development.In recent years,producer services,as an industry with a large demand for talent,strong driving force for innovation and low resource consumption,have maintained a good trend of sustained and steady development.The market share of producer services has continued to increase,inspiring great strength in optimizing industrial layout.It is undeniable that productive services have gradually become a feasible way and a key move to enhance independent innovation capacity in the process of industrial development,and also provide a "good prescription" for China to break the bottleneck of resources and environment and relieve the pressure of resource consumption.In order to solve the problem of pollution discharge during the development of enterprises,local governments have issued a series of environmental regulation policies to guide the green transformation of enterprises.Porter hypothesis proposes that appropriate environmental regulation measures can effectively promote technological innovation and break the "either-or" situation between economic development and environmental performance.It can be seen that producer services agglomeration and environmental regulation are closely related to green innovation.In this context,based on the sample data of 254 prefecture-level cities in China from2003 to 2019,this paper analyzes the evolution law and change trend of producer services agglomeration and green innovation from the perspective of time trend and spatial distribution,and focuses on examining whether producer services agglomeration can promote green innovation by combining static panel model and dynamic panel model.The differential effect of producer services agglomeration on green innovation is empirically tested under the constraints of industry characteristics,location conditions and city size.Secondly,the effect mechanism of producer services agglomeration on green innovation is empirically tested by constructing intermediary effect model.Finally,the panel threshold model is used to investigate the non-linear impact of producer services agglomeration on green innovation under different environmental regulation intensification.This paper attempts to explore the above issues,which may further enrich relevant theories and empirical studies,provide data support with reference value for the accurate assessment of the economic effects of producer services agglomeration,and also provide beneficial decision-making basis for promoting green innovation development.The results show that :(1)from 2003 to 2019,the average level of producer services agglomeration showed a trend of small and medium fluctuation,and its geographical distribution characteristics showed a certain degree of imbalance;The national average annual growth rate of green innovation was 2.49%,with obvious regional and urban differentiation characteristics,and the overall development potential of green innovation needs to be further tapped.(2)At the national level,producer services agglomeration has a nonlinear U-shaped effect on green innovation,and the robustness test results are consistent with the baseline regression.(3)From the perspective of heterogeneity,the relationship between producer services agglomeration and green innovation is differentiated to some extent.First,there is a U-shaped curve relationship between the agglomeration of high-end and low-end producer services and green innovation,but the impact of high-end producer services can transform from negative to positive faster.Second,the U-shaped relationship between producer services agglomeration and green innovation level still exists in the eastern,central and western regions,while it only has an inhibiting effect in northeast China.Third,in megacities,large cities and mediumsized cities,the effect of producer services agglomeration on green innovation shows a U-shaped curve,while in small cities,it only produces an inhibitory effect.(4)The mechanism test results show that human capital and industrial structure play a non-linear intermediary role in the impact of producer services agglomeration on green innovation,and optimization of industrial structure and human capital accumulation is an important channel for producer services agglomeration to promote green innovation.(5)Environmental regulation has the characteristic of single threshold,which is the key factor restricting the impact of producer services agglomeration on green innovation level.Based on theoretical analysis and empirical test,this paper puts forward the following policy suggestions: first,solve the realistic dilemma of "agglomeration of shape and spirit",and prospectively plan the industrial development blueprint;Second,optimize the industrial layout according to local conditions and form a development pattern with complementary functions;Thirdly,formulate environmental regulation policies scientifically,guide agglomeration and optimize industrial layout rationally;Fourth,we will increase investment in green innovation to stimulate the innovation vitality of enterprises.
