Study On The Legal System Of Marine Ecological Compensation In Beibu Gulf Of Guangxi

The health of the marine environment is of the utmost importance,and it is inevitable to stick to the path of sustainable development of scientific development,orderly utilization and comprehensive management.Improving the local legal system for ecological compensation is,on the one hand,a topic that has been discussed for a long time in academia,on the other hand,it is also a practical requirement for local governments to implement ecological compensation practices.The Guangxi Zhuang Autonomous Region is the only coastal autonomous region in China with unique location and policy advantages.Port construction and submarine projects have developed vigorously towards the sea.The central government’s financial transfers have increased year by year.The Northwest Gulf of Guangxi is also the best sea area for marine ecological protection in China.One,has a rich and complete marine ecosystem.However,the rapid development of the marine economy in recent years has also put tremendous pressure on the marine environment in Guangxi.There are multiple marine ecological risks such as increased water pollution,frequent ecological disasters,and decline in biological resources,which seriously threaten the original ecosystem of the Beibu Gulf.Healthy and stable,it is difficult to effectively deal with the existing legal system alone.In order to better protect the marine ecological environment,based on the existing marine ecological compensation practices in Guangxi and the status quo of marine legislation,this article attempts to improve the "ManagementMeasures for Marine Ecological Compensation in Guangxi Zhuang Autonomous Region" and its supporting specifications,and looks forward to various specific systems.Concepts,such as establishing a cross-regional horizontal ecological compensation mechanism based on ecological equity and justice,highlighting special legislation in key areas,and broadening the source of funds,etc.,together with the further clarification of the responsibilities of law enforcement subjects and the expansion of legal remedies,so that it can truly become a Comprehensive legislation conducive to ecological environmental protection and well implemented,so as to ensure the construction of marine ecological civilization in Guangxi,can also become the pioneer of the implementation of the ecological compensation system in other parts of China.
