Since the 70 th anniversary of the founding of the people’s Republic of China,great achievements have been made in China’s economic development,people’s living standards have been greatly improved,and great changes have taken place in the social outlook.As a large agricultural country,our country has always focused on rural issues,but we see that the development of urban and rural areas is increasingly unbalanced.In 2018,the central government put forward the strategy of rural revitalization,raising the rural issues to an unprecedented level.As a village of farmers’ production and life,livable rural living environment is an important sign of the implementation of the strategy of rural revitalization,also determines the happiness and sense of gain of hundreds of millions of farmers,determines whether China can successfully achieve socialist modernization,determines the realization of the two centenary goals,determines to build a moderately prosperous society in an all-round way,and also determines the great rejuvenation of the Chinese nation.At the same time,in 2018,the general office of the Central Committee and the general office of the State Council also issued the three-year action plan for rural residential environment governance,putting the rural residential environment governance issues on the important agenda from the institutional level.After the Rural Revitalization Strategy was put forward,the problems of rural human settlements have been greatly improved.However,in the implementation of specific measures to improve the rural human settlements,due to the unsuitable technical level,the lack of experience of the government in the specific implementation process,and the farmers’ insufficient attention to the problems of human settlements,the governance of rural human settlements needs a long way to go.Since the implementation of human settlements management in rural and pastoral areas in Delingha,according to the plan of the provincial Party committee and the State Party Committee on environmental improvement in rural and pastoral areas,combined with the actual situation of Delingha,the implementation plan of three-year action on human settlements management in rural and pastoral areas in Delingha has been issued.According to the plan,Delingha City steadily promotes the management of the living environment in the agricultural and pastoral areas,the housing conditions of the farmers and herdsmen continue to improve,the greening of the agricultural and pastoral areas continue to improve,the environment of the farms and roadways,the pastoral areas continue to be clean and tidy,the rural public transport and routes continue to improve,which facilitates the travel of the farmers and herdsmen,the spiritual and cultural level of the farmers and herdsmen continue to improve,and the living environment level of the farmers and herdsmen Some improvements have been made,but there are still some problems that affect the governance level of human settlements in agricultural and pastoral areas,and affect the well-being and sense of gain of farmers and herdsmen.This paper takes the human settlements governance of rural and pastoral areas in Delingha as the research object,conducts in-depth research in some rural areas of Delingha,understands the current situation of human settlements in rural and pastoral areas and the opinions and suggestions of farmers and herdsmen on human settlements governance through on-the-spot inspection,questionnaire survey,interview and exchange,finds out the existing problems in human settlements governance of rural and pastoral areas in Delingha,and according to these problems In order to further improve the level of human settlements governance in rural and pastoral areas of Delingha,improve the quality of human settlements of farmers and herdsmen step by step,and promote the Rural Revitalization in rural and pastoral areas of Delingha.
