Since the reform and opening up,China’s economic construction has made great achievements,but caused serious damage to the environment,especially neglected the protection of water resources.In order to implement the green development concept of "green water and green mountains are mountains of gold and silver",it is necessary to control and protect the environment.Water resource is an indispensable resource for the survival and development of human beings.In order to improve the water environment,China promulgated the law of the People’s Republic of China on the prevention and control of water pollution,and emphasized the protection and development of water resources at many important conferences.Therefore,the audit of water pollution prevention and control is not only an aspect of environmental protection audit,but also a way to protect water resources.The national audit office has conducted a series of audit projects on water pollution prevention and control over the years in order to understand the specific effects of the numerous policies on water pollution prevention and control.Through the audit of water resources,problems in the development and utilization of water resources can be found,and then provide a basis for the formulation of water resources policy,and promote the construction of ecological civilization in China.At the same time,the implementation of follow-up audit of water pollution prevention and control policies can improve the management of water resources,ensure the rational use of funds,and guarantee the quality of people’s lives.Therefore,it is necessary to conduct follow-up audit on the policy implementation of water pollution prevention and control,so as to promote the policy implementation.In this paper,through on-the-spot investigation and case analysis with the combination of research methods,from the basic theory of water pollution prevention and control policy to carry out the follow-up auditing,implementing policy to track audit defining the relevant concepts,expounds the theoretical basis of policy to carry out the follow-up auditing,on the basis of the theory of sustainable development,public fiduciary duty theory and governance theory as a theoretical foil.Then to XZ area water pollution prevention and control of project as a case analysis,from the audit target,audit,audit based on content,organization andimplementation of the audit,the audit found problems and the audit report and evaluate these aspects,the water pollution prevention and control policy to carry out the follow-up auditing of XZ launches the thorough analysis,found the XZ area problems of water pollution prevention and control policy to carry out the follow-up auditing,reason analysis,finally put forward to improve the audit information technology and data analysis ability,improve the system of audit results announcement,establish and improve the audit evaluation criteria,early intervention,To evaluate the policy supporting measures and strengthen the implementation of the policy of water pollution prevention and control follow-up audit of the full coverage of countermeasures.Although there is no unified standard for follow-up audit of policy implementation,audit institutions have carried out a lot of practices,most of which are related to the implementation of people’s livelihood,public works and macro policies,and less related to the prevention and control of water pollution.Therefore,this paper tries to study the follow-up audit of the implementation of water pollution prevention and control policies through cases,hoping to provide some ideas and references for the audit of water resources prevention and control.
