Measure And Spatio-temporal Analysis Of The Development Level Of Low-carbon Eco-cities In Hebei Province

Global climate change and resource and energy crisis have become topics that the international community is widely concerned about.As the top priority of development,cities have naturally become the key to mitigating carbon emission.How to realize high-speed economic growth and sustainable development of urban low-carbon ecology has become the problem to be settled urgently.Under this background,the concept of low-carbon cities has come on the scene and gradually become the key impetus for driving China’s urban transformational development.Hebei Province is situated in the capital and Bohai rim core belts,serves as an important part of in Beijing-Tianjin-Hebei integration.In recent years,Hebei Province has vigorously promoted the construction of low-carbon eco-city.The research on low-carbon eco-city in Hebei Province is helpful to reveal the development trend of low-carbon eco-city,summarize the problems,and provide suggestions for the development of low-carbon eco-city in Hebei Province.First of all,the paper analyzes the concept of low-carbon eco-city,systematically sorts out and summarizes the research on low-carbon eco-city at home and abroad.On the basis of summarizing the practice of low-carbon eco-city in China and Hebei Province,frequency method was used to select the corresponding indexes from many references,and constructs an indicator system that conforms to the actual development of low-carbon eco-city in Hebei Province.Therefore,the index system of low-carbon eco-city development in Hebei Province is constructed,which includes 4 sub-systems and 18 indicators.Secondly,according to the indicator system,based on the panel data of different cities,the development level of low-carbon eco city in Hebei Province is measured by entropy method and grey correlation analysis.The development level of low-carbon eco-city in Hebei Province was analyzed by means of natural fault point method,gravity transfer model and spatial autocorrelation analysis.And this paper explore the influencing factors and driving mechanism through regression model.Finally,according to the analysis results,the main problems of low-carbon eco city construction in Hebei Province lie in four aspects.Each city has different internal development priorities,lacks the indicator system in the whole province.The goal and direction of urban development are unclear,and the implementation of policies is weak.Pilot cities have no leading role.The level of urban social service is slow,and it is difficult to pursue the highquality development of the city.In view of the above problems,this paper provides practical suggestions for the development of low-carbon eco city in Hebei Province,and further provides suggestions for the development of low-carbon eco city in Hebei Province by comparing the construction measures of low-carbon eco city in other regions.Based on the above analysis results,the main conclusions are as follows:(1)The comprehensive development level of each city in Hebei Province is mainly on the rise,but its characteristics are different.(2)The comprehensive level of low-carbon eco-city development in Hebei Province grew rapidly,reflecting the pattern of high level in the north and south and low level in the middle.Cities have different emphases on each subsystem in the process of low-carbon city construction,and the deficiency of the subsystem of social harmony is the main reason of the slow growth in the slow development area.(3)The development speed of low-carbon eco-city is gradually balanced,and there are stage differences in the construction of low-carbon eco-city among cities.(4)During the past decade,the agglomeration degree of the development space of low-carbon eco-cities in Hebei Province has gradually weakened,and there is a lack of demonstration cities with strong driving force in the construction of lowcarbon cities.(5)Energy consumption per unit GDP,per capita GDP,registered unemployment rate,comprehensive utilization rate of industrial solid waste,greening rate of built-up area,urban-rural income ratio,number of public transport vehicles per 10000 people and other variables have significant impact on the development level of low-carbon eco-city.Reflecting on the subsystems,resource conservation is the production requirement,economic sustainability is the material guarantee,environmental friendliness is the life mapping,and social harmony is the external regulation.Under this driving mechanism,low-carbon eco-city gradually evolves and has a certain feedback effect.
