Energy depletion,environmental pollution and global warming have become the focus of attention since the 20th century.Especially,energy conservation,emission reduction and the development of low-carbon economy have become an important goal of global.The pressure of carbon dioxide emission reduction caused by severe energy and environmental problems makes the development of a low-carbon economy a huge challenge for China.However,the continuous improvement of the level of scientific and technological innovation is helpful to promote the development of carbon emission reduction,which is an important way to achieve carbon emission reduction targets and maintain sustainable economic development in China.Because there is a certain relationship between technological innovation and carbon emissions,the selection of efficiency evaluation model should also conform to the actual development characteristics of technology innovation-carbon emission integrated production system,so an appropriate efficiency measurement model is constructed.The effective efficiency evaluation is a beneficial supplement to the Sustainable development of technology innovation-carbon emission integrated production system.The main contributions of this paper are focused on the following points:(1)This paper takes the outputs of technology-innovation stage as inputs into the evaluation index system of carbon emission efficiency,and takes the new factor inputs and undesirable final outputs of carbon emission stage fully into account.On the basis of standard two-stage DEA model,a two-stage associative DEA model considering the combination of new factor inputs and undesirable outputs is constructed to evaluate the efficiency of technology-innovation and carbon emission integrated production system.The research shows that the comprehensive efficiency value is different in each province,the overall comprehensive efficiency in the eastern and western region shows a slow upward trend,while the central region shows a slow downward trend.(2)This paper constructs a two-stage Malmquist-Luenberger index model which combines the new factors with the undesirable output,and decomposes the total factor productivity of the technological innovation efficiency,the carbon emission efficiency and the comprehensive efficiency into technological progress efficiency and the comprehensive technical efficiency.Study the main source of total factor productivity changing.The research shows that the positive growth of the technology progress index of the integrated system mainly comes from the continuous improvement of the technological progress index in the stage of technology innovation.The growth of comprehensive technical efficiency in three major regions has become the main source to promote the growth of total factor productivity.(3)According to the analysis of the efficiency of technology innovation-carbon emission integrated production system based on the newly constructed two-stage correlated DEA-Malmquist-Luenberger index model,the factors affecting carbon emission efficiency are selected from the internal and external perspectives.The Tobit panel regression stochastic effect model is used to study the influence of the above factors on the comprehensive efficiency of production system.The results show that the efficiency of technology innovation is the most important variable to the regional carbon emission efficiency.On the basis of this,some suggestions on the sustainable development of technology innovation-carbon emission integrated production system are put forward.
