| At present,Chinese national emergency rescue base network for hazardous chemicals had been basically completed,but there were still many problems in the construction of provincial emergency rescue base for hazardous chemicals,mainly reflected in the site selection.The reasonable location and planning of hazardous chemicals emergency rescue base was helpful to improve the regional emergency management ability and the efficiency of accident rescue work,and enhanced the "cost performance" of emergency investment.Considering the differences of emergency resource demand in different regions,first,the research determined the evaluation index of each demand weight influencing factor,used expert scoring method and analytic hierarchy process to evaluate its importance,then obtained the comprehensive and effective evaluation results to the importance coefficient of each influencing factor,the emergency resource demand weight model was constructed,and the demand weight value of each city in Zhejiang Province was solved as the data support of location research.According to the multi-objective site selection requirements of hazardous chemicals emergency rescue base,combined with the current situation of hazardous chemicals emergency management in China,the two-level site selection model was studied.First,the location index was determined,then the location target and the applicability of the model were analyzed,and a two-level location model combining local optimal and global optimal was constructed,and the solution algorithm was designed based on the improved NSGA-Ⅱ.Based on the above research results,the location of emergency rescue base for hazardous chemicals in Zhejiang Province was studied.After analyzing a large number of case data,several districts and counties were selected as demand points and alternative points,which were abstracted mathematically.Through simulation analysis in MATLAB,a series of optimal site selection schemes for provincial and municipal hazardous chemical emergency rescue bases were obtained,which verified the feasibility of the site selection model.The site selection results also provided direction and suggestions for the actual site selection decision of Zhejiang Province. |
