| In recent years,with the rapid development of China’s economy and society,chemical enterprises have concentrated in chemical industry park,and the scale of chemical industry park has been expanding.With the emergence of chemical industry park,the risk of major disasters is also increasing.It is an important technical means to control risks and prevent accidents by risk assessment and accident consequence simulation.In this paper,Shangyu chemical industry park is the research object.Firstly,the shortcomings of traditional risk assessment technology are analyzed,and a risk assessment method based on accident consequences is proposed.Secondly,the method is applied in the park to analyze the risk of hazardous chemicals in the park;then the typical hazard source toluene is selected to simulate the consequences of the accident,and the simulation results are visualized;finally,the safety prevention and control measures are proposed for the toluene leakage accident,and the park planning based on risk control is given.The work and results are as follows.(1)Through the overall risk assessment of the park,it is found that there are many hazard sources in the park,the risk level has exceeded the acceptable range of the park,and the safety capacity of the park has become saturated.From the perspective of risk,Shangyu chemical park is not suitable to continue to increase the storage of hazardous substances.Toluene was selected as the typical hazardous chemicals through the statistical analysis of hazard sources for follow-up study.(2)According to the risk analysis of toluene,Shangyu chemical industry park has a large quantity of toluene,a large risk,many and scattered distribution points.Tank leakage may cause pool fire,steam cloud explosion,BLEVE,flash fire,toxic gas diffusion and other accidents.The storage tank farm of toluene enterprise has small interval and large risk,which is easy to produce domino effect.(3)After simulating the accident consequence of toluene leakage,and visualizing the simulation results,it is found that some areas of pool fire and toxic gas diffusion are beyond the boundary of the park,which will affect the surrounding people and places;some areas of gas diffusion and pool fire overlap or have small spacing,which is prone to domino accident;BLEVE fire ball threat area is huge,which has high risk;flash fire threat area Small area,large interval and low risk.(4)Through the comprehensive simulation analysis of the consequences of toluene leakage accident,it is found that toluene has a high risk in the park,which is easy to cause domino accident.For toluene,the prevention and control measures during transportation,storage and use are proposed.Based on the risk avoidance and risk control,the overall safety plan of the park is proposed.The emergency shelter and protective green space are built in the park,and the risk of each area is controlled in sections by setting up safety function zones. |
