| The purpose of environmental regulation is to reduce the emission of pollutants and reduce the consumption of resources.However,the development of traditional economy is often accompanied by the discharge of waste and the consumption of resources.There seems to be an insurmountable gap between environmental regulation and economic growth.With the development of science and technology and the concept of green economy,there is a new definition between environmental regulation and economic growth.Environmental degradation is a long-term global problem.The transition of countries to environmentally sustainable production methods is an inevitable development trend.The formulation of environmental policies in various countries requires a balance between environmental protection and economic growth.Some scholars have suggested that countries that take the lead in formulating reasonable environmental policies will encourage their own technological innovation,have competitive advantages in exporting technologies and products,and will largely become leaders in the green field.However,some scholars believe that green technology will only be developed in countries with technological advantages and has little to do with environmental regulations.Therefore,it is necessary to study whether environmental regulations can stimulate green technology innovation,promote green production,and improve international competitiveness.From the perspective of international competitiveness,this paper demonstrates the impact of environmental regulations on China’s green innovation and green production by studying the impact of environmental regulations on green technological innovation and the impact of green technological innovation on import and export trade.In order to further analyze the impact of competitiveness,this paper conducts a comparative study based on the location of innovation,and proposes five possible effects of environmental regulations on green innovation and green production.The main content and conclusions of this article include the following:First,the measurement of environmental regulations and green technology innovation indicators.This article uses a simple counting method to measure the environmental regulation indicators of various countries.The measurement method is simple and clear.However,this method needs to consider the lag of environmental policies.Therefore,this article uses the indicator method when measuring the environmental regulations of various provinces in China.This article uses the number of green patents as an indicator to measure technological innovation.Second,in order to preliminarily judge the impact of environmental regulations on China’s green innovation and green production,this paper selects 15 European countries including Germany,7 Asian countries including Japan,4 North American countries including the United States,4 South American countries including Argentina,and The data of 31 countries in Oceania and Australia from 2001 to 2018 are fitted by panel data model and trade gravity model.Studies have found that environmental regulations will stimulate green technological innovation.With the adoption of technology,domestic output represented by exports has increased more significantly.In general,environmental regulations can promote the growth of export trade scale and increase domestic green production by stimulating green technological innovation.However,it can be seen from the results that the incentive effect of environmental regulations on foreign green technology innovation is more significant and exports are more dependent on foreign green technology innovation.In the short term,foreign green technological innovation has promoted green production and domestic economic strength,but in the long term,this is not conducive to the improvement of green innovation capabilities and international competitiveness.Third,to further study the impact of environmental regulations on my country’s green innovation and green production.This paper selects the data from 2001-2018 of the United States,Japan,and my country,which are earlier,economically and innovatively advanced,for environmental policy.The study found that the degree of impact of environmental regulations in various countries is different.The environmental regulations of countries with strong technological innovation capabilities such as the United States and Japan are more inclined to stimulate domestic green technological innovation,and these technologies are effectively transformed into exports,which increase the output of green production.However,my country’s exports are more inclined to use foreign technology,which is not conducive to my country’s long-term development and the improvement of international competitiveness.my country’s green technology innovation ability still needs to be improved.Fourth,my country’s early economic growth model severely damaged the environment,and environmental damage also brought certain losses to the economy.my country has gradually realized the problems of the traditional economic growth model,and invested a large amount of money in pollution control and research and development technology every year,aiming to transform to a green economic model.As the country’s investment in the "green economy" increases,my country’s environment has improved,the number of green patents has increased year by year,and the trade volume of green products has continued to increase.However,there are still problems such as green technology mainly developed by universities,insufficient green technology innovation achievements of enterprises,uneven development of green technology innovation in various provinces,occupation of green markets,and green trade barriers.This article selects data from 31 provinces from 2000 to 2018 to analyze whether the environmental regulations of each province in my country stimulate domestic green technology innovation to promote the growth of export trade scale.The results show that the environmental regulations in most provinces and cities in my country have a significant role in promoting green technology innovation,and the impact of green technological innovation in each province and city on the scale of export trade is more significant,indicating that the environmental regulations in most provinces and cities in my country have a significant impact on green innovation and green production.Have a positive impact.Fifth,in order to further study whether the impact of environmental regulations in China’s provinces on green innovation and green production is related to geographic location,this paper divides 31 provinces into 7 regions according to geographic location:Northwest China,Northeast China,North China,and East China,Central China,South China and Southwest China,and select data from 2000-2018 for fitting.Environmental regulations in various regions have significantly stimulated domestic green technological innovation and promoted the growth of export trade scale,promoting green innovation and green production.However,the impact of China’s regional environmental regulations on domestic green technology innovation is quite different.Environmental regulations in Central China and Southwest China have relatively significant incentives for domestic green technology innovation,and the environmental regulation in South China has a relatively small impact on domestic green technology innovation. |
