| Building a well-off society in an all-round way does not mean the end of poverty alleviation.Due to the fragility of the livelihoods of the rural poor,the limited coverage of security,the restriction of ecological protection,and the variability of the poverty line,it has become a top priority to consolidate the results of poverty alleviation and effectively connect with rural revitalization.In the current reality of environmental constraints,space competition and livelihood pressures,the theory of complex ecosystems provides a macro framework.The government’s ecological poverty alleviation is a prescription to consolidate the achievements of poverty alleviation.Insufficient theoretical localization of existing research,lack of research on interaction between government and poor groups,and focus on traditional ecologically fragile areas hinder the application of government ecological poverty alleviation.Based on the macro-relationship of the compound ecological theory and the micro-logic of the protection motivation theory,this paper constructs a Compound Ecosystem Model of Government Ecological Poverty Alleviation to provide a research and practical framework.Through the empirical analysis in Shandong,it is found that there are four types of contradictions between the precision and promotion of government ecological poverty alleviation,the coordination of the main body and the fragmentation of the field,the efficient management and the inefficient implementation,the ambiguity of policy improvement and the process,and the long-term goal and the specific and simple contradictions.It is proposed to form a multi-level optimization mechanism for ecological poverty alleviation,including model transformation,co-construction and sharing,management supervision,policy implementation and long-term goals,to provide reference for the government’s ecological poverty alleviation in the post-precise poverty alleviation era.Consolidate the achievements of poverty alleviation,generate development multiplier effects and promote rural revitalization. |
