| In December 2019,the State Council of the Central Committee of the Communist Party of China explicitly incorporated Shanghai,Jiangsu,Zhejiang and Anhui into the regional integration plan of the Yangtze River Delta.It emphasized that we should adhere to the principle of ecological protection priority,promote the coordinated governance of regional environment,strengthen the ability of joint governance of ecological environment,and promote the green integration of ecological environment in the Yangtze River Delta.To formulate scientific and reasonable ecological environmental protection policies and improve the coupling degree of economic development and environmental protection is an important link in the process of regional integration of the Yangtze River Delta.As an important means and way to evaluate the performance of government environmental governance,environmental regulation efficiency has important reference significance for local governments to formulate ecological environmental protection policies.In this paper,41 cities in the Yangtze River Delta region are taken as the research object,and the evaluation index system of environmental regulation efficiency at the urban level is constructed.The super-efficiency SBM model based on undesirable output is used to calculate the efficiency of environmental regulation.Combined with the research method of spatial geography,the spatial and temporal evolution characteristics of environmental regulation efficiency in the Yangtze River Delta region are studied.Finally,the GLS model is used to analyze the influencing factors of environmental regulation efficiency in the Yangtze River Delta region.The research shows that:(1)The efficiency of environmental regulation in the Yangtze River Delta has an overall upward trend,but it has volatility.(2)Shanghai’s environmental regulation efficiency level is the best,Jiangsu and Anhui’s environmental regulation efficiency increased significantly,Zhejiang’ s environmental regulation efficiency decreased first and then increased.(3)The internal differences of environmental regulation efficiency in the Yangtze River Delta region are obvious,and Jiangsu is the most significant.(4)The efficiency of environmental regulation in the Yangtze River Delta has gradually evolved from an unbalanced spatial pattern to a relatively balanced pattern,and the number of efficient cities in Jiangsu and Anhui has gradually increased.(5)From the overall perspective of the Yangtze River Delta region,the spatial spillover of environmental regulation efficiency is not significant,but from the perspective of local cities,it has a significant spatial agglomeration effect.(6)The level of economic development,the level of urbanization and the level of science and technology investment are significantly positively correlated with the efficiency of environmental regulation.The industrial structure,market environment and the level of opening up are significantly negatively correlated with the efficiency of environmental regulation.Based on this,relevant policy suggestions are put forward:(1)Strengthening the joint prevention and control of regional ecological environment.(2)Adjusting and optimizing the industrial structure.(3)To standardize and improve the market mechanisms.(4)Improving the environmental access thresholds.(5)Improving the level of urbanization.(6)Enhancing technological innovation capacity.The innovation of this paper is to draw on the research framework of environmental economic geography and use the super-efficiency SBM model based on undesirable output to study the spatio-temporal heterogeneity of the newly defined environmental regulation efficiency of the entire Yangtze River Delta region from the regional and urban levels. |
