With the accelerated process of urbanization in China,the amount of urban domestic waste has increased sharply.It exceeds the load capacity of the original urban domestic waste treatment system.The government vigorously promotes the development of waste incineration,because it has the advantages of fast processing speed and saving of land resources.The PPP model has solved the problems such as the limitation of financial capacity of the government and the lack of operating experience in waste incineration treatment projects.However,how to determine reasonable government subsidies to attract social capital and balance project benefits has become a new problem.Therefore,it is necessary to enrich the research on government subsidies and establish a government subsidy model for the PPP projects of waste incineration.This paper gets the significance and direction of the research by analyzing the development status of waste incineration PPP projects and summarizing the defects of existing research.The article defines the concept of government subsidies based on the characteristics of waste incineration PPP projects and elaborates related theories involved in this paper.In the theoretical analysis of the government subsidies for waste incineration PPP projects,first of all,this article analyzes the necessity,subsidy models and principles of government subsidies.Then,the author analyzes the limitations of existing models and the improvement goals of this article by comparing the existing PPP government subsidy models.Finally,the article identifies the model parameters based on the perspective of stakeholders and the external environment.In the process of constructing the government subsidy model,the article selected two methods of bi-level programming and system dynamics.On the one hand,from a static perspective,the article determines the objective function and constraints of bi-level programming based on the interests of the parties.On the other hand,from a dynamic perspective,the SD model of government subsidies was constructed based on the parameters identified above.In the empirical analysis of the government subsidy model,the model is applied to the PPP project of waste incineration power generation in H city.It verifies the applicability of the model.In addition,the model provides feasible suggestions for government subsidies for this project.
