Since the reform and opening up,China’s economy has been rapid development,social productivity has been significantly improved,people’s living standards have been greatly improved.However,the fast-growing economy has also brought tremendous pressure to our country’s ecological environment.In particular,due to the over-emphasis on economic development at the beginning of this century,the mode of development at the expense of ecology and environmental resources in exchange for short-term economic benefits has seriously affected the country.The comprehensive,for the coordinated and sustainable development of a country,most of the damage to the ecological environment is regional,not limited to provincial or municipal boundaries.Therefore,accelerating the construction of the government’s ecological function of governance is of long-term and important significance for promoting the construction of ecological civilization and realizing a beautiful China,and benefiting future generations.Regional ecological problems generally have the characteristics of holistic and cross-regional nature.Once the ecological problems are not accurately managed,it will easily lead to large-scale public problems across administrative regions.However,traditional administrative models are not sufficient to deal with cross-regional environmental governance issues.Therefore,inter-governmental collaborative research on regional ecological governance is especially important.Under the background of the gradual strengthening of regional economic integration and the cross-development of space and overall environmental issues,how local governments need to effectively provide cross-regional public products and services through collaboration has become a new challenge for the government.There is no affiliation between horizontal governments.How to let them work together to govern the regional environment;how to avoid poor implementation of environmental policies and poor coordination effects,so that local governments can carry out inter-governmental coordination of ecological governance.The development of ecological governance actions is the core research of this article.content.This paper analyzes the main problems existing in the inter-governmental cooperation of ecological governance in Xijiang River Basin by introducing a case of ecological coordination in the XiJiang River Basin,such as differences in ecological value concepts,poor coordination of cross-regional governance,and lack of long-term monitoring of cross-regional ecological governance Mechanisms,lack of legal protection,imperfect responsibility mechanisms for cross-regional water pollution control,inadequate resource integration,lack of unified and balanced goals for cross-departmental water pollution control,and weak systematic.Then combined with the problems,effective countermeasures to improve the cross-regional intergovernmental ecological coordination governance mechanism are proposed,For example,a trans-regional inter-governmental ecological coordination and governance mechanism,a trans-regional inter-governmental law enforcement and supervision mechanism,and a trans-regional inter-governmental ecological coordination and governance mechanism should be established.The incentive and evaluation mechanism of ecological cooperative governance should be constructed,and the operation guarantee mechanism of cross-regional and cross-government ecological cooperative governance should be established.
