Research On The Implementation Of Municipal Solid Waste Classification Policies Based On The Sabatier And Mazmanian’s Policy Implementation Framework

In recent years,the rapid economic growth of our country has promoted the acceleration of the process of urbanization.The urban population has become more and more concentrated.The total amount and complexity of household waste maded by the public has increasing with the years,making the ecological environment and human livable life into a vicious situation.In the cycle,"garbage siege" has increasingly become one of the common problems of large and medium-sized cities in my country.The classification and treatment of domestic waste is not only an important aspect of improving the living environment,but also an important part of the people’s ever-increasing needs for a better life.If a proper treatment method cannot be found to deal with the huge amount of urban domestic waste,it will inevitably cause serious problems.Environmental hazards and social issues affect the comprehensive management of cities and go against the stratege of sustainable development.Jiading District,as a metropolitan area with strong comprehensive strength and radiation ability in Shanghai,is an important bearing area of the Shanghai scientific and technological Innovation Center and a comprehensive node region in the Yangtze River Delta that is ecologically and culturally livable.It is in its first anniversary of the comprehensive implementation of the domestic waste classification policy.At this time,research on the implementation of its domestic waste classification policy has certain practical significance.Based on the viewpoint of public policy implementation,this article regards enhancing the efficacy of the implementation of the household waste classification policy in Jiading District,Shanghai as the research starting point,and constructs the analysis framework of the article to carry out related research on the basis of the Sabatier and Mazmanian’s policy implementation framework.Firstly,it summarizes and combs the concepts and theories related to the implementation of municipal solid waste classification policies to establish academic basis for follow-up research;secondly,analyzes the basic situation and policy texts of the implementation of the municipal solid waste classification policies in the study area,and then draws on predecessors’ study establish an evaluation system from six aspects of the validity,strength,attitude,angle,speed,and difficulty of policy implementation,design questionnaires according to the evaluation system and the current condition,conduct research to obtain basic data,and use the AHP process to calculate the weight of each index,and FCE method to carry out the evaluation of the implementation of the domestic waste classification policy in Jiading District,Shanghai;the evaluation results show: policy implementation strength>validity>difficulty>attitude>angle>speed;comprehensive implementation of the domestic waste classification policy in the survey sample area The evaluation result is at the "strong" level.On the one hand,it shows that there is still room for improvement in the implementation of the domestic waste classification policy in the survey area.On the other hand,it also shows that the prospects for promoting the mandatory classification of domestic waste across the country are better;finally,the evaluation results obtained are used as an analysis of Jiading District,Shanghai The basis for the problems in the implementation of the domestic waste classification policy,the in-depth analysis of the causes of the problems in the policy implementation process,and the corresponding countermeasures and suggestions from the characteristics of the policy problems,the factors of the policy itself,and the factors outside the policy,with a view to improving The effectiveness of the implementation of the domestic waste classification policy in Jiading District,Shanghai provides a certain reference.
