Research On Current Situation And Countermeasures Of Air Pollution Control In Grass Roots Government Under The Background Of Ecological Civilization Construction

Air pollution control is an important part of ecological civilization construction.High quality air quality is the key factor to ensure social stability and people’s happiness.Therefore,air pollution control is related to national development and national prosperity.Since the reform and opening up,with the rapid growth of economy and the continuous enhancement of industrialization,China’s air pollution is also relatively serious.In the past decade,the Chinese government and people have gradually realized the importance and urgency of ecological governance,and made great efforts to strengthen the construction of ecological civilization,which has significantly improved China’s ecological environment,including the atmospheric environment,but governments and people at all levels still have a lot of work to do.Based on the synergy govern theory,this paper takes the air governance of X county as an example.Specifically,according to the relevant information released by X county from 2017 to now,combined with the work experience of the author,using the methods of literature analysis and case analysis,we study the air governance work carried out by the current county government.We analyze and summarize the problems in the air governance work of the county government,and explore the causes of the problems.We put forward the countermeasures and suggestions.We found the following main status of the county government’s atmospheric governance work.(1)Although the spirit and related arrangements of the higher government on atmospheric governance are highly implemented,with the total amount of atmospheric pollution increasing,the governance is still very difficult.(2)The division of labor among environmental protection departments is not clear,the supervision force is insufficient,and the number of the detection equipments does not meet the demand,these reasons result in the lack of accurate supervision of some projects.(3)More propaganda work and political education programs need to be done,and the atmosphere governance work has not formed a good situation of social participation and collaborative governance.(4)The regional joint prevention and control of air pollution are sometimes poorly implemented.There are many reasons for these problems.Between the economic growth and the environmental protection,it is difficult for the county government to decide which is more important.The financial and material resources invested by the higher authorities are not enough,and a lot of publicity work needs to be refined.This paper puts forward the following countermeasures and suggestions.Firstly,we should establish and improve the relevant legal system to clarify the rights and responsibilities.Secondly,we should establish a strict air pollution control defense network and increase investment to improve the air pollution control ability.Thirdly,we should strengthen publicity and supervision of the public opinion,promote diversified regional linkage and coordinated governance mechanism,and gradually form the cooperation mechanism of various governance subjects so as to achieve the purpose of effective control of the air pollution.
