Research On The System Dilemma And Countermeasures Of Zhengzhou Government’s Air Pollution Control

Environmental pollution prevention and control has been listed as the focus of China’s development in the 21 st century by the central government.Due to the fast energy consumption and unreasonable industrial structure,the environmental pollution problem in Zhengzhou city is becoming more and more serious,and air pollution and other environmental problems occur frequently,which has had a very serious impact on people’s lives.Therefore,in order to solve this problem as soon as possible,government departments should play an active role in maintaining the healthy development of cities,establish a mechanism for preventing and controlling environmental pollution,vigorously publicize the importance of protecting the environment,and call on the public to actively participate in the prevention and control of air pollution.In this paper,the related problems of Zhengzhou municipal government’s prevention and control of air pollution are analyzed,and the relevant policy guidelines formulated by Zhengzhou municipal government for effective prevention and control of air pollution are analyzed in combination with the new public management theory,collaborative governance theory and ecological environment governance theory.It is clarified that Zhengzhou municipal government has achieved certain benefits in prevention and control of air pollution by implementing measures such as total coal consumption control,vigorously developing cogeneration central heating project,and implementing double control actions of total energy consumption and intensity.However,at present,there are still some problems,such as unreasonable structure of air pollution control staff,short period of validity of air pollution control activities,limited technical level and ability of air pollution control,and the behavior of related personnel being mere formality,etc.This paper analyzes the causes of the problems from the aspects of governance team structure,professional technology,public awareness of sustainable development,and governance subjects,etc.Combining with the successful cases of air pollution prevention and control in other areas of China,this paper makes a strategic policy to further optimize the effective prevention and control of air pollution by Zhengzhou Municipal Government,aiming at improving the air pollution control and service capacity of Zhengzhou Municipal Government and providing suggestions and reference for improving air quality.
