Study On The Influencing Factors And Improvement Strategies Of Local Government’s Ecological Governance Capacity ——Taking Fujian Province As An Example

With the rapid development of China’s globalization,industrialization and urbanization,serious imbalance of economic and social development has been caused,and ecological problems have become increasingly prominent,which urgently requires the government to reflect on the current economic development mode and its own governance capacity.In this context,The third plenary session of the 18 th CPC central committee creatively put forward the new proposition of "promoting the modernization of national governance system and governance capacity".As an important part of national governance capacity,ecological governance capacity has an important impact on the modernization of national governance system and governance capacity as a whole.Local governments are leaders,organizers,managers and promoters of local ecological governance.They play an important role in the construction of local ecological civilization in China.The strength of local governments’ ecological governance capability directly determines the speed and quality of the construction of local ecological civilization.Therefore,the study on the ecological governance capacity of local governments is not only an urgent need to solve local practical problems,but also a positive response to the overall strategic goals of the country.It has important theoretical and practical significance for the construction of efficient government and ecological government.Based on a systematic review of relevant literatures on government capacity,ecological governance,and ecological governance capacity,this paper systematically analyzes the framework of "input-transformation-output".this paper refined the influencing factors of five variables including administrative culture,government human resources,institutional arrangement,organizational collaboration and administrative environment from three aspects,namely,the internal inter-organizational and external factors of government,and constructed the theoretical model of government ecological governance capacity and its influencing factors based on governance theory,internal and external factors theory and system theory,and put forward specific research hypotheses.With the help of the questionnaire with high reliability and validity,and taking Fujian province as an example,to collect data.recycling effective questionnaire 318,by descriptive statistics analysis,correlation analysis and structural equation model method,in-depth analysis of the government mechanism of the correlation between ecological management ability and its influence factors.The results showed that: the government human resource,system arrangement,organization coordination,administrative environment of Fujian province’s government has significant positive influence on ecological management ability,in which the government had the greatest influence of human resources and administrative environment,institutional arrangement and organization of collaboration again,the administrative culture of Fujian province government no significant positive influence on ecological management ability,but has significant positive influence on other factors.Based on the theoretical and empirical analysis,this paper puts forward the improvement strategy of local government’s ecological governance ability.To build a high-quality government human resource team based on human resource management;Perfect the design of government ecological management system with system arrangement as guarantee;To establish a multi-level collaborative governance system focusing on organizational collaboration;To optimize the government’s ecological governance environment with the support of administrative,economic,moral and technological means;We will use ecological and cultural development as the driving force to strengthen the government’s soft power in ecological governance.
