| Air pollution is one of the severe challenges facing our country in the process of sustainable development.The current air pollution presents a new feature of regional compounding,and traditional territorial management models cannot effectively deal with this problem.Exploring an effective air pollution collaborative governance model is the only way to solve this problem,and it is also an important manifestation of the modernization of environmental governance capabilities in the new era.This article focuses on the influencing factors and action paths of the effect of collaborative air pollution control.Firstly,it discusses the current situation of air pollution collaborative control in typical regions,clarifies the cooperative mode and organizational structure of each region,and proposes potential influencing factors.Secondly,through questionnaire surveys,464 questionnaires in typical regions of the country were collected,and regression analysis was performed on the full sample data and the sample data of key regions,and the factors affecting the effectiveness and sustainability of the collaboration were identified,and the heterogeneity of them was analyzed.Finally,based on the existing comprehensive analysis framework of collaborative governance,a model of the factors affecting the effectiveness of collaborative governance of air pollution was proposed,and a structural equation model of the initial conditions of collaboration and external support factors was established,and the specific action paths of the factors affecting the effectiveness of collaborative governance were identified.The main conclusions of this paper are as follows: First,the willingness to cooperate and multi-agent support have an important impact on the effectiveness and sustainability of the collaboration.Improving the pollution control capabilities of the partners has a positive effect on improving the effectiveness of the collaboration,but its impact on the sustainability of the collaboration is not significant.Second,from the perspective of regional heterogeneity,higher-level government support,cooperation capabilities,and contractual governance orientation only play a significant role in Beijing-Tianjin-Hebei and surrounding areas,the Yangtze River Delta,and ChengduChongqing,respectively.The source of the difference in influencing factors lies in different collaborative governance modes.Third,in terms of the initial conditions of collaboration,expected benefits and trust levels are the core elements that affect the ability of joint action and willingness to collaborate,respectively,and both play a key role in improving the effectiveness and sustainability of collaboration.However,excessive resource dependence may weaken the joint action ability and have a negative impact on the effect of collaboration.Fourth,in terms of collaborative external support factors,higher-level government support is the core element.Currently,political mobilization,assessment and accountability are mainly used to enhance the willingness to collaborate,and there are still shortcomings in capacity building. |
