With the rapid development of China’s economy,the problems of energy shortage and environmental pollution are becoming more and more serious.In order to cope with these problems,the power industry as a basic industry related to national economy and social development,its low-carbon transformation is imperative.To reduce carbon emissions in the power industry,on the one hand,we should promote the development of renewable energy.On the other hand,we should accelerate the development and utilization of demand-side resources.In order to encourage the development of renewable energy power generation industry,the government has proposed a variety of incentives such as carbon trading mechanism and green certificate trading mechanism.The implementation of these mechanisms will inevitably optimize the power supply structure.At the same time,the electricity saved on the demand side is taken as a resource and incorporated into the power supply plan.The comprehensive allocation of supply-side resources and demand-side resources can also have a positive impact on the carbon emissio n reduction of the power system.In view of this,this paper conducts the following research on the integrated resource strategic planning considering carbon trading mechanism and green certificate trading mechanism,in order to provide reference for the l ow carbonization development path of China’s power industry.Firstly,this paper gives an overview of the connotation and principle of carbon trading mechanism and green certificate trading mechanism,and explains the basic theory of power supply planning,efficiency power plant and integrated resource strategic planning,and analyzes the differences between power supply planning and integrated resource strategic planning,as well as the efficacy of efficient power plant.Secondly,the carbon trading mechanism and the green certificate trading mechanism are introduced into the traditional power supply planning model,and a power supply planning model based on the carbon trading and the green certificate trading is constructed.At the same time,four scenario s including basic scenario,carbon trading scenario,green certificate trading scenario and comprehensive scenario are set for comparative analysis.By comparing the results of power supply planning under different scenarios,the effects of the implementat ion of the carbon trading mechanism and the green certificate trading mechanism on the power supply structure are explored.The results show that the implementation of the carbon trading mechanism and the green certificate trading mechanism can promote the development of renewable energy and optimize the power supply structure in China.The optimization effect of the green certificate trading mechanism is significantly better than the carbon trading mechanism.Finally,the efficient power plants on the demand side are also included in the power planning decision.Comprehensively considering supply-side resources and demand-side resources,a integrated resource strategic planning model based on carbon trading and green certificate trading is established.The brain storm optimization algorithm is used to solve the model,and the feasibility and effectiveness of the model are verified by a case study of the integrated resource strategic planning scheme of China from 2019 to 2025.By comparing the result of integrated resource strategic planning and power supply planning result to explore the impact of rational use of demand-side resources on the low-carbon transformation of the power industry.The results show that the promotion of efficient power plants can reduce the installed capacity of supply-side conventional power plants on the basis of meeting the needs of the entire society,while achieving the effect of energy conservation and emission reduction,and promote the low-carbon development of the power industry.
