Problems And Countermeasures Of Special Pressure Equipment Safety Supervision In X District Of Z City

Special equipment is widely used in smelting and forging,oil and gas transportation,heating,machinery manufacturing,food production,transportation,amusement facilities and other fields.As an important basic equipment,it supports the rapid development of national economy.Special pressure equipment refers to boilers,pressure pipes,pressure vessels(including gas cylinders),etc.Compared with other special equipment,the pressure bearing special equipment has greater potential harm.Once an accident occurs,it will bring large-scale casualties,huge damage and great negative social impact,seriously threatening public security and affecting the normal operation of the national economy.China’s special equipment safety supervision work started in 1955,after more than 60 years of history,has gradually formed a set of effective supervision mode.However,there are still deep-seated contradictions and prominent problems in the original traditional supervision mode of special equipment,which is more and more difficult to adapt to the safety supervision under the new situation,and the safety situation of special equipment is still grim.As a national economic and Technological Development Zone,zone X of Z city is a concentration area of chemical industry along the river and an important manufacturing base in the Yangtze River Delta region,with a very developed industrial economy.This paper analyzes the current situation of special pressure equipment safety supervision in X District of Z City by using accident cause theory,public crisis management theory,polycentric governance theory,responsive supervision theory and so on.Through literature review,investigation and interview,theoretical analysis and empirical analysis,this paper analyzes the current situation of special pressure equipment safety supervision in X District of Z city: weak supervision force,inadequate implementation of the spirit of safety meeting,blind spots in supervision work,low efficiency of supervision and inspection,and low service level of inspection institutions,The reasons are unreasonable construction of grass-roots supervision team of special equipment,weak safety awareness of enterprises,poor linkage between departments,deviation of government supervision positioning,backward construction of information supervision system,monopoly of inspection and testing institutions and lack of supervision.This paper puts forward the countermeasures and suggestions to improve the safety supervision of pressure bearing special equipment in X District of Z City,including strengthening the construction of grass-roots team for safety supervision of special pressure equipment,guiding enterprises to change their concepts,improving safety awareness,issuing local management rules to improve the effectiveness of administrative punishment,reforming the supervision system of basic pressure bearing special equipment,guiding social forces to reasonably participate in supervision and the reform of inspection and testing institutions.The purpose is to improve the supervision level of special pressure equipment in X District of Z City,provide valuable grass-roots experience for solving similar problems in other areas,and provide certain theoretical and practical reference for further reform and improvement of China’s special equipment supervision system in the future.
