Research On Risk Assessment Of PPP Project Of Wastewater Treatment

With the development of China’s social economy and the improvement of environmental protection requirements,all parts of the country have increased their investment in sewage treatment projects and construction scale.However,in view of the characteristics of large investment,long recovery period and low revenue rate of sewage treatment projects themselves,the financial capacity of local governments is often unbearable.Therefore,the public-private partnership(PPP model)comes into view.As a new type of project investment and cooperation method,the PPP model not only has the advantages of benefit sharing and risk sharing,but also the introduction of social capital to participate in the construction of public services can effectively transform government functions,give play to the advantages of strong professionalism of social capital,and improve construction efficiency And operational capabilities.Since China’s application of the PPP model is not comprehensive,the relevant system is not perfect,and the risk assessment research on sewage treatment PPP projects is also rare.However,whether the investment risk assessment of the project is perfect or not is directly related to the success or failure of the project,so it is particularly important to establish a complete and reasonable risk assessment system.Under this background,the author carried out investment risk assessment research on the sewage treatment PPP project,hoping to provide a certain theoretical basis and supporting suggestions for the preparation of related projects.After simply understanding the development status of China’s sewage treatment industry and the application of PPP model in China.First select the literature screening method to screen the risk indicators of such projects,so as to obtain a practical list of risk indicators,and then invite multiple industry experts to score the occurrence probability and degree of harm of each indicator,using the subjective weighting method Obtain the acceptance level of each indicator(that is,the weight of each indicator),further enrich the list of risk indicators,and then select the cloud model to evaluate the acceptance of the project after multiple considerations,and select the fact case analysis for corroboration to verify its rationality.Finally,reasonable suggestions and solutions are given.
