Research On Multiple Co-governance Model Of Environmental Governance

With the frequent occurrence of environmental problems and the aggravation of environmental crisis in China,many traditional models of environmental governance in China gradually show their defects and problems,and are increasingly unable to meet the increasingly complex environmental governance demands in China.In view of this situation,China began to look for a governance model suitable for China’s environmental governance reality with the help of Western governance theory.With the proposal in the report of the 19 th National Congress of the Communist Party of China that "constructing the co-governance environmental governance system of government,enterprises,society and the public",which is the guiding ideology of the future development of environmental governance,the multiple co-governance mode of environmental governance has become the new direction of the development of environmental governance in China.Since the promulgation of "Regulations on the Management of Domestic Waste in Shanghai" in January 2019,as a relatively new and remarkable environmental governance practice,Shanghai municipal waste classification governance has provided a reliable case for analyzing the multiple co-governance mode of environmental governance.By combing the theory of multiple co-governance model and observing the case of waste classification in Shanghai,this paper explains the specific application of multiple co-governance model in environmental governance from three aspects:power support system,market operation system and social participation system.The results show that the government,as the leader of the multiple co-governance model of environmental governance,needs to establish a power system of "vertical" and "horizontal" coordination and cooperation to provide reliable power guarantee for governance,and establish a legal governance system and an effective internal and external supervision mechanism.In terms of market operation system,the market,as the autonomous operation subject of multiple co-governance environmental governance,can take advantage of the self-regulation and operation ability of market mechanism,promote the fulfillment of corporate social responsibility and publicprivate partnership governance of environmental governance,reduce the cost input of environmental governance and improve the efficiency of environmental governance;In the aspect of social participation system,through the professional participation of environmental protection social organizations and volunteer groups,the organizational and normative functions of grass-roots community organizations,and the guarantee of citizens’ right to participate in environmental governance,society and citizens,the most extensive governance subject,can be promoted to participate in environmental governance in an orderly manner,thus providing sufficient participation power for pluralistic and co-governed environmental governance.In addition,based on the observation and analysis of the multiple co-governance system of environmental governance,this paper summarizes the three dimensions of its operation logic,namely,system construction,interest coordination and concept shaping.In the aspect of system construction,the environmental governance system of multiple co-governance constructs an equal governance system with the government as the core,and absorbs a wide range of governance subjects and governance resources by using its open structural characteristics and compound absorption mechanism,which effectively promotes the orderly participation of pluralistic subjects;In the aspect of interest coordination,the environmental governance system of multiple co-governance has shaped the structure of interest sharing among multiple subjects,coordinated the interest relationship among multiple subjects,solved the interest conflict among multiple subjects,and ensured the realization of "co-governance";In terms of concept shaping,the governance value of the connotation of multiple co-governance is consistent with the value pursuit of environmental governance,which presents a good mutual relationship,thus providing an effective concept shaping ability for the environmental governance system of multiple co-governance,further promoting the establishment of green ecological values of multiple subjects,and opening up more possibilities for fundamentally solving environmental problems.Multiple cogovernance can make the multiple forces in the whole society find their own suitable position in environmental governance and effectively promote the implementation of environmental governance by constructing a perfect operating system and forming their own inclusive interests and shaping the role of green values.
