Creation Of Governance Network: Research On The Mechanism Of Municipal Solid Waste Classification Process

In recent years,due to the rapid development of urbanization,the rapid increase of urban domestic waste and the relatively insufficient waste disposal capacity,some cities are facing the dilemma of "garbage siege",which has seriously affected the urban environment and social stability.Disposal of urban domestic waste is an important part of urban management and environmental protection,and an important indicator of the degree of social civilization,and it is related to the vital interests of the people.As a governance issue,advancing the classification of domestic waste is an important manifestation of the modernization of national governance capabilities and governance systems.In this context,various governance measures have been launched in various places.However,there are still the dilemmas of inadequate infrastructure,weak residents’ awareness of participation,and insufficient endogenous motivation.This article selects the domestic waste classification and management practice of Xingdian Street in Nanjing City as an advanced case,expounds the specific measures of Xingdian Street in the classification and management of domestic waste,and analyzes its main body,structure,mechanism,and tool from the perspective of network governance.The status quo,summarize the construction process of the household waste classification and management network of Xingdian Street under this framework.In the formation of the local governance network,clear pre-planning,market-oriented operating mechanisms,and well-founded social organizations provide obvious advantages for local network governance.In the practice of building networks,unblocking communication channels,implementing multi-dimensional incentive measures,adopting fine grid governance,and establishing a regulatory evaluation system have laid the foundation for the good operation of the network and the effective realization of governance goals.At the same time,in the research,we can also see the restrictive factors that affect the operation of the network,such as the limited ability of the government to integrate the governance network,the lack of high consensus on goals,and the heavier network administration color,etc.,have affected the further advancement of network governance.In response to these problems,this article also gives an improvement plan to improve the design of the network framework,enhance the sense of responsibility for risk sharing,and further clarify the responsibilities of multiple subjects,so that the governance network can demonstrate a more up-to-standard governance effect.This article sheds light on the enlightenment on the basis of summarizing the household waste classification and treatment network of Xingdian Street.The first is the profound transition of the current Chinese governance paradigm,from grid governance to network governance;the second is that there are more lessons to be learned from the reasonable solution of "thorny problems";the third is that further thinking is in the contemporary Chinese governance system The renewal and transformation of the positioning and role of each governance body.It can be said that networked governance is profoundly affecting the governance pattern of contemporary China,and it plays an important role in the field of building a community of co-construction,co-governance and shared governance in my country.
