On The Management Of Natural Disaster In The Ethnic Areas

China is a unified mufti-ethnic country.Natural disaster management is not only an important part of rural revitalization in ethnic areas,but also a necessary work of ecological construction.This paper is divided into six chapters.The main content of it is to study the natural disaster management in ethnic areas of the example of Liannan Yao Autonomous County.The first chapter is the introduction.The main content is to explain the research background,problems and significance,sort out the current research situation at home and abroad,define the core concepts,and elaborate the research ideas and methods.The second chapter is the theoretical analysis of WholeProcess governance,and proposing the Whole-Process governance model.The third chapter is the locale research of Liannan Yao Autonomous County,which analyses the analyse the situation of space in natural disaster management.The fourth chapter mainly points out that there are some problems in disaster management in Liannan Yao Autonomous County,such as the omission of preparation in the early stage,the poor rescue effect in the current period,and the delay of reconstruction in the later stage.The main reasons are that the pre-warning preparation is insufficient,the emergency response is not timely in the disaster,and the post-disaster reconstruction is not matched.The fifth chapter puts forward some suggestions to enhance the scientific early warning before the disaster,optimize the active emergency response during the disaster,and promote the green reconstruction after the disaster.The sixth chapter draws the basic conclusions and innovation points,and shares the future research direction.The research methods of this paper are literature research,field investigation and case analysis.Theoretical significance of this paper is: to deepen the whole process of "governance" of the connotation of the "whole",broadening the whole process of management in the application of the ethnic areas and build a disaster management model of "pre-disaster、in-disaster and post-disaster".The practical significance of this paper is to demonstrate the characteristic mode of disaster management in Liannan,improve the level of natural disaster management in ethnic minority areas,and promote rural ecological construction in ethnic areas.Then through in-depth verification,this paper concludes that whole-process disaster management has explanatory power and can build a natural disaster management model of "pre-disaster,in-disaster and post-disaster",which should be popularized and applied to ethnic minority areas of China with Liannan as a sample.The innovation point of this paper is to emphasize the characteristics of connecting the south of the disaster management,the governance characteristics of "fine operation,process connection and dynamic guidance",and the ethnic social governance model of natural disasters.To sum up,starting from the natural disaster management research in Liannan Yao Autonomous County,it provides some reference value for natural disaster management in China’s minority areas.
