Research On Citizen Participation In Environmental Governance

In recent years,more and more attention has been paid to the problem of environmental pollution by the state and society.The report to the 19 th National Congress of the Communist Party of China stressed that all kinds of resources should be integrated to cope with the increasingly serious environmental problems,and further promote and implement air pollution prevention and control under the principle of prevention and control by the whole people and at the source,so as to win the final victory in the battle to protect the blue sky.In addition,a new era environmental governance system should be built,in which the government should play a leading role,regard the government as the main body,and guide citizens and social organizations to actively participate.Strengthening the prevention and control of air pollution is not only the latest task and requirement of the country,but also the interests and demands of citizens.However,in the process of pollution control,it is difficult to meet the needs of governance by simply relying on the government.Citizen participation has become an inevitable trend of environmental pollution control.However,in the process of policy-making,citizen participation is not high,and there is a lack of relevant information Due to the mature governance model and experience summary,the process of citizen participation in environmental pollution governance is not smooth.In view of this,based on literature research,questionnaire survey,interview,case study and other research methods,this paper takes the garbage odor pollution problem in mogugou area of Changchun City since the summer of 2019 as an example,from the perspective of citizen participation in the process of pollution control,analyzes the practical activities and existing problems of citizen participation in odor pollution control in Changchun City From different perspectives,this paper analyzes the reasons for the problems existing in citizens’ participation in environmental pollution control.On this basis,combined with the theoretical knowledge of political science,put forward practical solutions for the improvement of citizen participation in environmental pollution control.Based on this logical starting point,this paper is mainly composed of three parts: the first part is the introduction,which explains the research background,research significance,research status at home and abroad,research ideas and methods,innovation and shortcomings of the paper;the second part is the main part of the paper.First,it analyzes the theory of citizen participation in environmental pollution control,Combined with the theoretical results of scholars at home and abroad,the concepts of governance,citizen participation and environmental governance are investigated in detail.And from the perspective of collaborative governance theory,stakeholder theory,citizen participation ladder theory and environmental rights theory,this paper expounds the theoretical basis of citizen participation in environmental pollution governance.Secondly,taking the case of odor pollution control in Changchun mushroom ditch landfill as an example,this paper reviews the case and issues a questionnaire.Based on the actual situation of citizens’ participation in environmental pollution control,this paper analyzes the current situation of citizens’ participation in environmental pollution control,and reveals the existing deep-seated problems and the causes of the problems.The third part is the conclusion,from improving the awareness of citizens’ participation,improving the quality of life Citizen participation in environmental governance into the orbit of the rule of law,broaden the channels of citizen participation in these three levels to improve citizen participation in environmental pollution control put forward practical suggestions.
